Abstract

This study aims to analyze the influence of performance allowances and self-efficacy on employee performance through work motivation as a mediating variable at the Pandeglang Regency Regional Secretariat. The study was motivated by suboptimal employee performance, as reflected in declining attendance rates and the failure to achieve organizational performance targets. The study employed a quantitative approach using a survey method. The study population consisted of Civil Servants (ASN) at the Pandeglang Regency Regional Secretariat, with a sample of 114 respondents selected using purposive sampling. Data analysis was conducted using Structural Equation Modeling–Partial Least Squares (SEM-PLS) via the SmartPLS v.4.1.1.8 application. The results indicate that performance allowances, self-efficacy, and work motivation each have a positive and significant effect on employee performance. Additionally, performance allowances and self-efficacy also have a positive and significant effect on work motivation as a mediating variable. The mediation test confirmed that work motivation significantly mediates the effects of both performance allowances and self-efficacy on employee performance. These findings indicate that increased work motivation strengthens the influence of compensation and psychological factors in improving civil servant performance. The study concludes that improving employee performance requires fair performance-based allowance policies, increased self-efficacy through competency development, and strengthened work motivation. The research results are expected to serve as input for the Pandeglang Regency Government in formulating more effective human resource management policies
