Early marriage remains a social and legal concern in Jombang Regency, requiring preventive interventions that combine legal awareness and educational approaches. The implementation of School-Age Youth Guidance (Bimbingan Remaja Usia Sekolah/BRUS) in Peterongan District in 2026 was examined through an empirical legal research design using a socio-legal approach. Primary data were collected through in-depth interviews and field observations involving the Head of the Peterongan Religious Affairs Office (KUA), certified Islamic religious counselors and BRUS facilitators, school guidance and counseling teachers, and participating students. Secondary data consisted of relevant regulations, academic literature, program documents, and marriage dispensation records. The findings indicate that BRUS implementation generally follows the procedures stipulated in Directorate General of Islamic Community Guidance Decree No. 1012 of 2022, including registration, pre-test, core sessions on healthy youth and self-management, reflection, and post-test evaluation. However, implementation involves adjustments, particularly the reduction of instructional time to approximately 120 minutes per session and participant numbers reaching around 50 students per group, exceeding the prescribed maximum. Key operational constraints include conflicts with school schedules, limited program funding and quotas, and the insufficient availability of certified facilitators. Mitigation measures include flexible scheduling, prioritization of target schools, and facilitator capacity building through Training of Trainers. The findings highlight the importance of strengthening intersectoral coordination and expanding program capacity to improve the reach and continuity of BRUS as a school-based preventive intervention against early marriage.Early marriage remains a social and legal concern in Jombang Regency, requiring preventive interventions that combine legal awareness and educational approaches.
