Abstract

The study purpose was to evaluate and enhance rural community legal literacy regarding land legality as a preventive measure against agrarian conflicts in Serang. Land ownership disputes in rural areas often stem from reliance on informal documents and a lack of public understanding regarding official land certification procedures. Materials and methods. This community service project employed a qualitative action-oriented approach consisting of interactive legal counseling, practical simulations of land transactions and inheritance, simple legal consultations, and Focus Group Discussions (FGD). The program involved village residents, local government officials, and community leaders. Results. The implementation of the program led to a notable increase in community understanding regarding the legal importance of land ownership certificates, official registration procedures, and the role of land deed officials. Participants shifted from relying solely on traditional or administrative village documents to recognizing land certificates as the primary legal protection against land claims. Furthermore, the counseling successfully broadened the community's awareness of non-litigation dispute resolution mechanisms, such as mediation and deliberation. Conclusions. Enhancing legal literacy among village residents is an effective strategy to prevent agrarian disputes and establish land tenure security. Continuous educational initiatives, supported by village officials and land authorities, are essential to foster a sustainable legal culture and support rural development.

Abstract

The study purpose was to analyze the legal status and validity of girik as evidence of land possession under Article 96 of Government Regulation Number 18 of 2021 and its implications for legal certainty among the community of Sukacai Village, Pandeglang Regency. Many rural residents still rely on girik as proof of ownership due to long-standing traditions, creating legal ambiguity as modern agrarian law positions girik merely as historical data or an indication of physical possession rather than absolute ownership rights. Materials and methods. This study employed a qualitative empirical approach with descriptive analysis. Data were gathered through document studies, field observations, and in-depth interviews with girik holders, village officials, and representatives from the National Land Agency (BPN). The collected data were processed using data reduction, presentation, and reflective conclusion drawing to examine public perceptions and legal patterns. Results. The findings indicate that the Sukacai community still regards girik as crucial proof of land control, despite its weak legal standing under positive law. The implementation of Article 96 of PP 18/2021 creates a noticeable gap between regulatory mandates and socio-economic reality, as residents consider conversion procedures complex and costly. Consequently, girik functions only as a temporary indication for land registration, raising potential agrarian disputes if not formally converted. Conclusions. Enhancing legal literacy, synchronizing agrarian regulations, and providing accessible land registration schemes are essential to resolve the ambiguity of traditional land documents. Proactive measures from local government and land offices are necessary to establish land tenure security and ensure order in land administration.
