Abstract

Public governance increasingly faces complex challenges, including corruption, declining public trust, weak bureaucratic integrity, and growing demands for transparent, accountable, and sustainable governance. These conditions highlight the need for a leadership model grounded not only in organizational effectiveness but also in strong ethical foundations. This study develops a conceptual framework of Islamic Ethical Public Leadership (IEPL) and examines its contribution to sustainable local governance. Using a qualitative conceptual approach, the study employs a systematic literature review and theoretical synthesis of public leadership ethics, transformational leadership, servant leadership, Islamic leadership values, and sustainable governance. Qualitative content analysis is used to identify conceptual relationships and formulate an integrated leadership model. The findings indicate that Islamic leadership values, particularly al-amānah (trustworthiness), al-‘adl (justice), al-ṣidq (honesty), shūrā (consultation), and maṣlaḥah (public interest), provide a strong normative foundation for ethical public leadership. Their integration with public leadership ethics, transformational leadership, and servant leadership forms the IEPL model, which can strengthen governance integrity, public trust, institutional resilience, and sustainable local governance. This study contributes to public administration literature by proposing an integrative conceptual model and provides practical guidance for bureaucratic reform and public leadership development.
