Abstract

This research aims to comprehensively understand the human rights violations that occurred on Biak Island, Papua, which became known as the Tragedi Biak Berdarah 1998. The research method used is a qualitative approach with a literature study method, in which data collection is carried out through reviewing books, literature, notes, and various reports related to the problem to be solved. The result of this research is that the Indonesian government's efforts to uphold human rights justice are still relatively low. The government's neglect of the Tragedi Biak Berdarah 1998 shows that the government has perpetuated impunity by protecting perpetrators and keeping them away from enforcing accountability in the use of state power. The government's lack of seriousness in handling this case is also a violation of gross human rights because the families of the victims of the Tragedi Biak Berdarah have yet to receive justice.
