Abstract

A hospital operating under the Regional Public Service Agency (BLUD) financial management model requires an accurate, well-documented, and traceable planning process, as it is directly linked to the formulation of programs/activities, budgeting, control, and performance accountability. In practice, the BLUD planning process at RSUD Raden Mattaher Jambi still encounters challenges, including fragmented data processing, duplicate data entry, low data consistency, and suboptimal integration among supporting applications. These conditions result in prolonged planning cycles, a higher risk of errors, and limited transparency as well as insufficient audit trails in the approval process. This study aims to analyze business process requirements and design a web-based BLUD Hospital Planning Information System using an Enterprise Application Integration (EAI) approach. The research methods include literature review, observation, interviews, business process analysis, and system design using UML modeling. The results of the study consist of a web application architecture design that supports master data management, unit-based planning proposals, verification, revision, tiered approval, automatic recapitulation, and reporting. In addition, an EAI integration architecture is designed through services (service/API) to enable data synchronization across systems, including mechanisms for data mapping and transformation, logging, and integration error handling. The proposed design is expected to improve the efficiency of the BLUD planning process, enhance data consistency and availability, strengthen accountability through audit trails, and provide a more reliable integration foundation among applications within the hospital environment.
