The management of water-based natural tourism attractions relies heavily on visitor safety and environmental sustainability. Based on field observations, daily management at Sumber Umbulan Tourism Attraction (DTW) in Malang Regency has not yet provided optimal services, as indicated by the accumulation of plastic waste during peak visitation periods and safety risks due to manual water-area monitoring without a structured rescue procedure. This conventional condition, without written internal regulations, creates operational gaps that reduce visitor comfort and increase legal risks for managers. This study aims to analyze the actual conditions and develop a practical draft of Standard Operating Procedures (SOPs) for cleanliness and safety management at Sumber Umbulan Tourism Attraction. The study employed a qualitative descriptive method with purposive sampling, involving the main managers, field officers, and visitors as informants. Data were collected through direct observation, documentation, and semi-structured interviews, and analyzed through data reduction, data presentation, and conclusion drawing. The results produced drafts of the Cleanliness SOP and the Safety and Emergency Response Preparedness SOP in accordance with Minister of Tourism Regulation No. 6 of 2025, covering daily cleaning, waste transportation, visitor education, staff visual identification, monitoring of high-risk areas, first aid, and rapid referral to Karangploso Community Health Center. The SOP drafts serve as important instruments for improving professionalism, service consistency, legal protection, and visitor safety. Managers are advised to promptly establish the SOP drafts as official internal regulations.
