Abstract

The surge in sexual violence highlights the limitations of reactive positive legal frameworks, while existing Islamic literature remains predominantly normative-textual. This study analyzes the preventive framework against sexual violence embedded in Surah An-Nur (24): 30–33 using an integrative scholarly model. Employing an interdisciplinary Quranic hermeneutical method, this library-based qualitative research synthesizes Quranic texts with authoritative exegesis (tafsīr), Travis Hirschi’s Social Control Theory, and psychological theories of sexual drive. The findings reveal that Surah An-Nur (24): 30–33 establishes a four-tiered preventive system: (1) visual stimulus control through ghaḍḍ al-baṣar (lowering the gaze) to interrupt sexual drive activation; (2) individual behavioral control through ḥifẓ al-farj (guarding modesty) to reinforce commitment; (3) social environmental control through modesty regulations ('awrah) aligned with social involvement; and (4) institutional control through facilitating marriage and prohibiting sexual coercion, fostering institutional attachment. Ultimately, this proactive-structural preventive model provides a theoretical framework for developing ethical Islamic sex education, strengthening family structures, and formulating gender-responsive social policies.
