This research employs a qualitative approach with a case study design. Data were collected through in-depth interviews, observations, and document analysis involving principals, teachers, and participating students. These strategies were found to support student engagement, encourage reading interest, and improve the learning environment in the target schools. The novelty of this research lies in its integrative analysis of program sustainability, particularly how literacy practices are maintained beyond program implementation. The study also highlights structural challenges, including unequal program distribution and limited collaboration resources
