Abstract

This study aimed to analyze the implementation of poverty alleviation policies and programs in Palembang City, South Sumatra Province; identify supporting and inhibiting factors; examine the existing implementation model; and formulate an appropriate policy implementation model to improve the effectiveness and sustainability of poverty alleviation efforts. The study employed a qualitative descriptive approach using in-depth interviews, observations, and document analysis involving government officials, social assistance facilitators, and beneficiary communities. Data were analyzed through data reduction, data display, and conclusion drawing. The findings indicated that poverty alleviation policies in Palembang City had been implemented in accordance with existing regulations but had not yet achieved optimal outcomes in terms of sustainable poverty reduction. The main constraints included inaccurate beneficiary data, weak interagency coordination, limited human resource capacity, and low community participation. In contrast, regulatory support and local government commitment emerged as the primary supporting factors. The existing program implementation model remained sectoral and insufficiently integrated. Based on these findings, the study formulated a policy implementation model comprising five main pillars: integration of poverty data through PPODS, strengthening of multilevel and collaborative governance, empowerment-based interventions and economic transformation, enhancement of implementer capacity, and development of an outcome-based monitoring and evaluation system.
