Abstract

Political literacy is a crucial factor in shaping voter rationality within an electoral democracy. This article analyzes the level of political literacy and its relationship with voter rationality in the 2019 Legislative Election in Sorong City. The study employs a quantitative descriptive approach using a survey of 399 voters, with data collected through structured questionnaires. The findings indicate that political literacy among the public remains largely procedural and has not yet developed into a substantive understanding, particularly regarding the functions and roles of legislative institutions. This condition has direct implications for voter rationality, as electoral choices tend to be based on non-programmatic considerations, such as personal proximity, the influence of local elites, and transactional political practices. Further analysis shows that voters with higher levels of political literacy demonstrate more rational voting behavior by prioritizing candidates’ programs and track records in their decision-making process. The study argues that political literacy is not merely correlated with voter rationality, but functions as a structural prerequisite for the formation of rational voters and the strengthening of local democratic quality. Therefore, enhancing political literacy constitutes a strategic agenda for promoting more substantive electoral democracy at the local level.
