Abstract

Research Objectives: This study aims to map, analyze, and synthesize previous research findings on the preparation of the General Budget Policy (KUA) and Temporary Budget Priority Ceiling (PPAS) from a good governance perspective in local governments in Indonesia.Research Method: This study employs a Systematic Literature Review (SLR) method following the PRISMA 2020 protocol, with data sourced from Google Scholar. The selection process through identification, screening, and eligibility stages resulted in 26 articles indexed in Sinta 1–4 published between 2015 and 2026, which were analyzed using a narrative synthesis technique.Originality/Novelty: This study contributes to addressing the literature gap by providing a comprehensive synthesis that links KUA-PPAS with the principles of good governance within an integrated analytical framework. Unlike previous studies, it explicitly reveals major gaps in the literature and concrete structural challenges faced by local governments in practice. It also opens opportunities for further research using qualitative and mixed-method approaches.Research Results: The findings indicate a dominance of quantitative approaches (20 out of 26 articles), with a primary focus on APBD/KUA-PPAS preparation. The implementation of transparency, accountability, and participation still shows significant gaps due to political interests, limited bureaucratic capacity, and procedural public participation.Implications: Structural reforms are required, including strengthening substantive public participation, enhancing bureaucratic capacity, and developing an integrated national budgeting information system to achieve transparent and accountable regional financial management.
