Abstract

Efficient maintenance budget management was essential for maintaining operational reliability and supporting timely decision-making in refinery operations. However, conventional processes were often constrained by fragmented data handling, prolonged processing times, and limited real-time visibility, which reduced operational efficiency and delayed strategic decisions. This study aimed to optimize maintenance budget management by integrating Value Stream Mapping with real-time data processing through Business Intelligence tools. The study applied a process improvement case study approach by analyzing the existing workflow, identifying value-added and non-value-added activities, and implementing an integrated system using Microsoft Power BI, SharePoint, and cloud-based data storage. The improved workflow was simplified into four main activities: integrated data, automated processing, dashboard analysis, and automated reporting. The results showed that the total processing time was reduced from 480 minutes to 30 minutes, achieving a 93.75% reduction. In addition, reporting frequency improved from monthly to daily, enabling faster and more responsive decision-making. The findings demonstrated that integrating process optimization and real-time data analytics improved maintenance efficiency, accelerated decision-making, and strengthened refinery operational reliability
