Abstract

Energy security is generally understood through the framework of energy availability, accessibility, affordability, and acceptability known as the “four A’s” framework. This framework does not fully explain how social values shape resource management practices or what values are actually being protected. Addressing this gap, the present study analyzes how the value of struggle rooted in Riau Malay culture contributes to energy resilience through the mechanisms of norm transmission, informal institutionalization, and governance practices. It employs a qualitative case study approach using data from interviews, observations, and documentation obtained from the Riau Malay Customary Institution, the Siak Sri Indrapura Palace, and the Sang Nila Utama Museum. Thematic analysis reveals that the values of trustworthiness, mutual aid, deliberation, integrity, responsibility, environmental stewardship, and self-sacrifice do not remain merely individual values but are transmitted and institutionalized as informal norms that shape collective behavior. These findings indicate that energy resilience has a normative dimension that must be considered alongside material capacity and formal institutions.
