Abstract

The role run by a coalition of NGOs in advocating the National Security Bill aimed at encouraging the birth of national security policy to appropriate to the purpose of reform. However, until now the role of NGOs in advocating National Security Bill has not been able to encourage the authorities to reconstruct the draft of national security policy that is consistent with the objectives of security sector reform. This study is conducted to analyze the role of NGOs in the security sector reform in Indonesia, particularly through the advocacy of the National Security Bill. The method used in this study is a qualitative method. The result shows that NGOs, which are members of the KMSRK, have been running the multiple roles, such as: popularly involved in policy making, providing political education to the community, promoting or encouraging reform, and promoting the interests of the community. The study also suggests the existence of new findings of the role of NGOs, which is forming a coherent unity of interests.

Abstract

DPR-RI oversight in TNI (military) Business have very important role in forming of professional and reliable TNI, despitefully DPR-RI oversight also useful to link citizen priority and views in rule of policy and law in defence area. The purpose of this research is to analyze the oversight mechanism conducted by DPR-RI in the case of military business. Theory used by researcher in conducting this research is theory of parliamentary oversight, which is conducting through various mechanism which available in parliament, that is: passing debate mechanism; passing existence of commission; and through raised questions when in meeting. This research used qualitative method,and data research was obtained from primary and secondary data. Primary data was gained through observation and interview. Based on the research, the oversight mechanism have been run by first commission of DPR-RI was still weaken, on the other side the parliament (DPR) also lack in creating an effective oversight, where this matter because of some factors, such as: the lack of political willingness of parliamentary member, lack of positive supervision practices and the limited information had by DPR.

Abstract

ABSTRACTThis study analyzes about political socialization by KPU Provinsi DKI Jakarta in forming smart voters in theDKI Jakarta governor election in 2017. This was motivated by the low level of voter participation in 2007 and 2012 and the existence of SARA issues which led to the actions of Muslims. The theory used in this study is the Theory of Rush and Althoff where there are 3 methods of political socialization, namely imitation, instruction and motivation.The method in this study is a qualitative method. The results of this study are political socialization by the KPU Provinsi DKI Jakarta in forming smart voters carried out by imitation method, instruction and motivation.Imitation is done to the beginner voter by way of face-to-face socialization, election camp and choir competition. Instructions were made to the segment of people with disabilities by way of face-to-face and public debate socialization to the first 3 rounds. Motivation was carried out on segments of religious groups, womens groups, suburban groups and professional groups by way of face-to-face socialization, public debates to the first 3 rounds and second round public debates

Abstract

Peran organisasi masyarakat (Ormas) Nahdlatul Ulama (NU) dengan Muhammadiyah dalam pengisian jabatan Badan Pengawas Pemilu (Bawaslu) merupakan hal yang menarik di kaji, alasannya banyak kader kedua ormas ini yang berkiprah dalam lembaga pengawas pemilu, khususnya di Daerah Istimewa Yogyakarta (DIY). Untuk menganalisa peran kedua ormas dalam pengisian jabatan di Bawaslu DIY, maka penelitian ini menggunakan metode kualitatif dengan data primer bersumber dari observasi dan wawancara dengan sejumlah informan, baik itu dari perwakilan kedua Ormas (NU dan Muhammadiyah) serta dari Bawaslu DIY, sedangkan data sekunder diperoleh dari berbagai media maupun hasil penelitian pihak lain yang dapat menunjang analisa. Hasil dari penelitian ini adalah peran NU dan Muhammadiyah dalam pengisian jabatan komisioner di Bawaslu D.I. Yogyakarta dianggap sangat strategis sebab secara jejaring mampu mendorong para anggotanya untuk menempati posisi anggota Bawaslu DIY. Begitu kuatnya peran kedua Ormas dalam pengisian jabatan di Bawaslu DIY tidak dapat dilepaskan dari eksistensi dan dominasi NU serta Muhammadiyah yang sudah mengakar dalam kehidupan masyarakat dan organ pemerintah.

Abstract

Democratic development for more than 14 years was seen walking "back and forth", one reason is the slow process of the professionalism of the Indonesian National Army (TNI). In history, that the lack of military professionalism has resulted in the birth of military force against civilians, and military involvement in politics, it ultimately undermined democracy that aims to strengthen civil society. The purpose of this study is to describe and analyze the process of democratic development through the realization of military professionalism. The research method used was qualitative method through the use of primary data (observations and interviews) and secondary data (media and documents). Democratic development aims to generate social and political conditions better, one that supports that effort is the creation of military professionalism. But today, it is appeared several groups trying to restore military strength in practical politics. Based on the discussion, the writer concludes that efforts to build democracy in Indonesia met with resistance. This is due to the persistence of the effort to bring the military back into the world of practical politics.

Abstract

In building altogether goodness in democracy and nationality frame, party coalition in presidential and regional head election is not something impossible to be done and even for some people it is needed. Though in Indonesia, political parties could be generated into religion and nationalist parties, religion fundamental in political party in Indonesia has not succeed. The existence of party coalition with different platform or ideology in presidential election on 2004 and 2009, also the execution of regional head election showed that concern towards fundamental existence has no eligible reason. Due to the plurality of Indonesia, cooperation among political parties in building the nations should leave several dichotomies; which will only bring this nation to continuous ideological disintegration and conflict. This also will affect to the nation’s ideal and purpose.

Abstract

Based on data from the Election Commission, the number of public participation in the elections of 2004 was 84%, while at the elections of 2009 the number of participation decreased to 71%. The declining participation shows increasing number of participants who did not vote or abstain. This phenomenon needs to be taken seriously by the Election Commission to conduct intensive socialization. The purpose of this study was to analyze the effectiveness of political socialization in the 2014 legislative elections by the Election Commission. The research method used was a qualitative method, the research data consists of primary and secondary data. Primary data is done through observation and interview techniques. Results and Discussion revealed that political socialization is very important. KPU socialization process, not just invite people to come to the polling stations (TPS), but also urge people to maintain order and the smooth running of the 2014 election. Commission was targeting 75% of community participation, and based on the results of the final calculation, the data shows the number of public participation is 75.11%. The conclusion of this study is the Commission has successfully reached its target in suppressing the number of abstain, and this shows that the Commission has effectively conduct political socialization.

Abstract

Electronic Procurement Service (LPSE) is a policy in the procurement of goods and services with internet-based, which facilitates a transparent auction. West Java was chosen as one of the 5 LPSE Center and expected to create transparency and accountability in government management. The purpose of this study is to describe and analyze the LPSE policy implementation, particularly in the procurement of official vehicles in West Java Provincial Government. The research was conducted through observation and interview techniques. Data consisted of primary and secondary data, therefore this research design used qualitative methods. The theory used in this study was the theory of policy implementation. Based on the research, it is known that the policy implementation of LPSE, particularly in the procurement of official vehicles in West Java Provincial Government, is not only able to minimize the corruption potential, but also able to provide a positive impact on the financial condition of local governments. This research conclusion is LPSE policy implementation running well.

Abstract

Militer dan kementerian pertahanan merupakan dua unsur yang tidak dapat dipisahkan. Hal ini dapat dianalisa dari dua sudut pandang. Pertama, fungsi dari masing-masing institusi yang saling terkait. Kedua, keberadaan tokoh-tokoh militer di tubuh kementerian pertahanan.  Distribusi kendali atas masyarakat sipil akan menjadi baik apabila undang-undang sesuai dengan kebutuhan negara dan implementasinya sesuai dengan undang undang yang telah disinkronisasi dengan hajat negara. Permasalahan distribusi kontrol masyarakat sipil di tubuh kementerian pertahanan dapat dilihat pada dua tahap pembuatan kebijakan, Dua hal tersebut adalah perumusan dan implementasi, sehingga kebijakan publik ini membutuhkan evaluasi karena dampaknya yang begitu luas terhadap kontrol masyarakat sipil dan permasalahan pada dua tahap di atas.

Abstract

Discussion of the draft of National Security Act in the House of Representatives cannot be separated from the political charge. Politicization of policy formulation in the draft of National Security Act sometimes can lead to the policy distortion. The purpose of this study is to describe and analyze the policy politicization of National Security Act draft. This study revealed that from the aspect of ?all questions political questions?, the Parliament gives a political question in the framework of the process of policy control. In the second aspect, ?all issues political issues?, issues that arise and become a concern are issues which are considered threaten the human rights and democracy. In the third, ?all values political values?, the parliament is fighting for the human rights and democracy values. From the last aspect of ?all decisions political decisions?, the parliament political decision for not approving the draft, because it is not in favor with the agenda of reformation and democracy. This study concluded that the politicization of policy in the Draft Law is still considered normal. Politicization occurred because policy adoption involves the executive and the legislature, in the context of political checks and balances.
