Abstract

Semilir Beach is a tourist destination managed through the involvement of the Tourism Awareness Group (Pokdarwis), the village government, the Village-Owned Enterprise (BUMDes), and the local community. This study aims to analyze Pokdarwis's strategy in managing and developing Semilir Beach through a Community-Based Tourism (CBT) approach. The study used a descriptive qualitative approach. Informants were selected purposively based on their knowledge, experience, and direct involvement in tourism management. Data were collected through in-depth interviews, direct observation, and documentation, then analyzed using the Miles and Huberman interactive model. The analysis used ten CBT indicators according to Juliana et al. (2021), including community involvement, stakeholder partnerships, institutional recognition, social welfare, benefit sharing, local and regional economic relations, cultural preservation, environmental preservation, tourist experience, and financial independence. The results show that all CBT indicators have begun to be implemented, but not yet optimally. Community participation is still concentrated in operational activities, partnerships tend to be informal, institutional support from higher authorities is still limited, and economic benefits have not been distributed evenly. On the other hand, tourism activities have opened up business opportunities for the community, supported environmental preservation, and fostered interaction between tourists and the local community. The implications of the research indicate the need to strengthen the capacity of Pokdarwis, expand community participation, develop more structured partnerships, diversify tourism products and income sources, and strengthen cultural and environmental programs.
