Abstract

This study aims to analyze the management of regional assets and identify factors affecting the optimization of asset management in improving organizational performance at the Regional House of Representatives Secretariat of Gorontalo Province. The study employed a descriptive qualitative approach with a case study design. Data were collected through in-depth interviews, field observations, and documentation. The informants consisted of the Acting Secretary of the Regional House of Representatives, Head of the General and Finance Division, functional procurement official, and implementing staff involved in asset management. The findings are analyzed using asset management indicators covering needs planning, use and utilization, supervision and maintenance, as well as supporting factors involving human resources, institutional and regulatory arrangements, and information systems. Secondary data show that the recorded asset value was Rp5,140,855,232 in 2023, Rp4,135,784,260 in 2024, and Rp1,573,408,282 in 2025. The findings show that asset management has generally followed applicable procedures and contributes to administrative effectiveness, operational efficiency, and the smooth implementation of Secretariat functions. However, optimization is constrained by aging assets, limited maintenance budgets, uneven human resource competence, coordination needs, and limitations in information technology utilization. Optimization therefore requires needs-based planning, periodic evaluation and renewal, improved maintenance, capacity building, stronger coordination, and integrated information systems.
