Abstract

Background: Patient safety is increasingly recognized as a central element in health system development rather than merely an isolated clinical issue. In regional hospitals, the sustainability of digital health system implementation depends not only on technological capacity but also on the organizational environment. Objective: This study aimed to describe patient safety culture as an important organizational condition in the context of digital health system readiness in regional hospitals. Methods: A quantitative descriptive cross-sectional study was conducted involving 219 healthcare professionals and hospital support staff selected using purposive sampling. Data were analyzed descriptively using mean and standard deviation. Results: The findings showed that management commitment (3.72±0.57), system and regulatory support (3.74±0.56), incident reporting (3.72±0.55), and communication (3.71±0.55) were categorized as strong, whereas patient involvement remained moderate. The overall level of digital health system readiness was moderate (3.54±0.54). Conclusion: The findings indicate that patient safety culture and digital health system readiness represent important organizational conditions within regional hospitals. While overall patient safety culture was strong, digital health system readiness remained moderate. These results highlight the need to consider organizational and cultural characteristics alongside technological components when assessing readiness for sustainable digital health system development.
