General Background Quranic education constitutes a fundamental framework within Islamic pedagogy for shaping students' spiritual and moral character. Specific Background SDIT Ar-Rahmah Surabaya formally integrates a specialized phonetics-based approach to systematically structure its scripture programs alongside the national academic curriculum. Knowledge Gap Although previous research extensively covers recitation techniques and non-formal institutional applications, comprehensive qualitative analyses detailing the systemic administrative execution of this approach specifically within formal integrated primary schools remain limited. Aims This study analyzes the systemic execution of scripture instructional administration across planning, organizing, execution, and evaluation phases at SDIT Ar-Rahmah Surabaya. Results Employing a qualitative case study utilizing interviews, observation, and documentation, findings reveal a highly structured administrative cycle. Planning involves strategic target restructuring based on annual evaluations to accelerate reading proficiency. Organizing strictly separates coordinator and educator roles while maintaining a proportional teacher-student ratio. Execution adaptively follows seven standard pedagogical stages. Furthermore, evaluation incorporates layered internal and external supervision to ensure continuous quality control. Novelty This research distinctly isolates the administrative adaptation of this specific pedagogical framework within a formal primary school, highlighting competence-based organizing and layered quality assurance mechanisms. Implications Educational institutions can replicate this structured administrative model to optimize scripture programs and ensure continuous pedagogical quality. Highlights: Strategic planning restructures academic targets to accelerate student reading proficiency within three years. Organizing separates coordinator and teaching roles to maintain an optimal educator-to-student ratio. Layered internal and external supervision ensures rigorous quality control throughout the instructional process.
