Abstract

This article examines bureaucratic reform and public service in the governance of coal transportation in Jambi Province from the perspective of state administrative law. The problem is not limited to the use of public roads, but also concerns the capacity of local government to translate regulatory mandates into transparent, accountable, responsive, and citizen-oriented services. The study aims to analyze the regulatory and administrative framework governing coal transportation, identify implementation gaps that affect public service delivery, and formulate administrative measures for strengthening bureaucratic reform. This research uses normative legal research with statutory and conceptual approaches, supported by secondary data from scientific literature, official institutional reports, and credible news reports as factual context. The analysis shows that the legal framework already distributes authority for supervision, licensing, enforcement, and public-road management, but implementation remains challenged by regulatory complexity, coordination gaps, inconsistent supervision, and limited public access to information and complaint mechanisms. Bureaucratic reform therefore needs to move beyond structural compliance toward process simplification, accountable performance, digital monitoring, inter-agency coordination, and meaningful public participation. Strengthening these dimensions is essential to ensure that coal-transport governance is not merely administratively lawful, but also delivers effective, transparent, and equitable public services.
