Abstract

This study aims to analyze operational costs and assess the feeder transportation rates for the Musi Emas LRT in Palembang. A field survey approach was employed, covering the Talang Kelapa–Talang Buruk and Asrama Haji–Sematang Borang routes. Data were collected through questionnaires distributed to 400 passengers, interviews with operators, and official documentation. Ability To Pay (ATP) and Willingness To Pay (WTP) were analyzed alongside operational cost calculations based on the Director General's Decree 687 of 2002. The load factor varied across observation periods: based on daily field surveys, it ranged from 64% to 84%, while based on monthly operational data, it ranged from 61% to 174%. These figures indicate that the seating capacity (9 seats) was not always adequate; in several months, the load factor exceeded 100%. The number of passengers per day reached 1,183 for the Talang Kelapa–Talang Buruk route and 987 for the Asrama Haji–Sematang Borang route, served by 26 fleet units. Travel time was 1.5 hours and 2 hours, respectively. The time between stops was approximately ±15 and ±20 minutes, exceeding the standard stipulated in the Director General's Decree 687 of 2002, resulting in longer passenger waiting times. The average ATP was Rp5,276 for both routes, while WTP was Rp5,138 and Rp5,215, respectively. The feeder transportation rates for the Musi Emas LRT need to be adjusted based on standard operational costs and the standardized time between stops to minimize passenger waiting time and ensure efficient and economical operational continuity.
