Abstract

This study aims to analyze human rights principles in social rehabilitation services for persons with disabilities at the Kupang City Social Affairs Office and identify implementation barriers. A descriptive qualitative approach was employed, involving ten informants: three rehabilitation staff members, one field facilitator, and six service recipients with disabilities. Data were collected through observation, interviews, and documentation, then analyzed through data collection, reduction, presentation, and conclusion drawing. Trustworthiness was examined using triangulation. The findings indicate that services include assistive devices allocated according to needs assessments, food assistance, and cash assistance. Reliability, assurance, and empathy were relatively good, reflected in individualized assessments, procedural explanations, and respectful, nondiscriminatory interactions. However, accessibility, responsiveness, service coverage, and follow-up support remained limited. Internal barriers included insufficient funding, inaccurate recipient data, and limited staffing and competencies. External barriers involved limited community awareness, family reluctance to disclose disability, and insufficient understanding of assistance utilization. These findings highlight the need to strengthen accessibility, institutional capacity, data accuracy, and sustained support.
