Abstract

Social problems that go unaddressed can escalate into serious issues requiring law enforcement intervention. Juvenile delinquency, such as thuggery, alcohol consumption and drug abuse, can trigger street brawls when social control and parental supervision are weak. The increasingly anarchic nature of these brawls, coupled with the influence of social media, means this phenomenon spreads more easily and causes public unease. This study aims to formulate a collaborative policing model to prevent street brawls in the digital age. The research employs a qualitative approach through a review of the literature and empirical data based on the author’s experience whilst serving within the jurisdiction of the Metro Jaya Regional Police. The data were analysed using descriptive-qualitative methods through the identification and synthesis of findings relating to causal factors, prevention, policy implementation, collaborative policing, and e-Polmas. The research resulted in a model for preventing street brawls that involves the police, the government, schools, families and the community through six main components, namely problem mapping, a collaborative task force, an intervention programme, policy implementation, monitoring and evaluation, and digital collaboration. This model emphasises early detection, social intervention, cross-sectoral coordination and the utilisation of digital technology as an integrated and sustainable strategy for preventing street brawls.
