Abstract

Civil Servant competency is an important factor influencing the implementation of duties and organizational performance. In the Land Arrangement and Empowerment Division (P2) of the Regional Office of the National Land Agency of East Java Province, employees are required to possess adequate technical competencies because their responsibilities involve land arrangement, agrarian reform, mapping, spatial data processing, and various other technical activities. However, recent performance records indicate a decline in the division’s performance achievement, highlighting the need for further analysis of employee competencies. This study aims to analyze the technical competencies of Civil Servants in the Land Arrangement and Empowerment Division (P2) based on Sanghi’s (2007) competency framework, which consists of motives, traits, self-concept, knowledge, and skills. This research employed a qualitative method with a case study approach. Informants were selected using purposive sampling and consisted of seven individuals, namely the Head of the Land Arrangement and Empowerment Division, the Head of the Personnel Affairs Subdivision, and five Civil Servants working in the division. Data were collected through interviews, observations, and documentation and analyzed using Creswell’s model. The findings indicate that the competency level of Civil Servants in the division is fairly good. Employees demonstrate strong commitment, responsibility, discipline, teamwork, and professionalism. They also possess adequate knowledge of land regulations and technical procedures. Nevertheless, competencies related to data analysis, spatial data processing, digital technology utilization, and technical report preparation still require improvement.
