Abstract

This study describes the concept of decentralization that addresses changes in operational tasks and delegation of authority in decision making from the central government to local governments. In other words, decentralization also considers as an instrument in the context of community empowerment related to human development nationally. Related to the implementation of the concept of decentralization in the era of regional autonomy, decentralization was designed to create new corruption in regional government. The majority of corruption was issued from the regional government in the last round. This study will answer the question of how the decentralization policy towards human development in Indonesia. This study uses secondary data analysis and literature review. Secondary data was obtained from the Central Statistics Agency which was then processed and reviewed based on the perspective of the researcher. Based on the results of the research that was thought about the implementation of the concept of decentralization in Indonesia, it was necessary to conduct a review related to supervision in the regions. The human development sustainability program in the area is determined by the commitment of the leader in carrying out his duties and role in running the government.

Abstract

A community-based institutional building of syariah cooperatives requires information and communication technology. This has led to a block chain approach that benefit from the industrial revolution 4.0. The institutional concept that was developed 60 years ago by JE. Eaton (1972) is very relevant in this context. In this study, we employ a qualitative method with descriptive research. Our findings shows that community response to knowledge and awareness for adopting syariah cooperative is satisfactorily good as indicated by the establishment of a syariah pra-cooperative named "Nurus Shobah" in 2019. The output performance is effective : the number of members increased up to 34%, while the quality of sirkah is 98%. Hampering factors are delayed adoption of block chain approach due to lack of exposition to members, underperforming of software, and administration is still manually carried out. A supportive factor exists in which functionally, the cooperative has been partnering with neighbouring university through a supervision program. We therefore conclude that the institutional building of syariah cooperative in Bulak, Surabaya has not been fully implemented. A block chain approach is to be soon adopted to support the cooperative

Abstract

This community service aims to assist the village government of Ambeng-ambeng Watangrejo in Duduksampeyan Sub-District, Gresik Regency in registering and monitoring immigrants and conducting independent home isolation as a result of implementing the Widespread Social Restrictions Policy (PSBB) during the COVID-19 pandemic. The village government and the 19th level COVID task force are facing hurdles in collecting data and monitoring the isolated population. So there is a need for an online village information system that can record and monitor the population. The community is served through socialization methods and by assisting village officials and the Covid-19 task force in implementing the village information system. A community service outcome is a village information system that the village government can use to provide services to the community.

Abstract

The quality of services at the Primary Health Center (Puskesmas) and the level of utilization of Puskesmas services are closely related to the competency of human resources providing services to the community. Quality health services can provide satisfaction to patients in accordance with the average level of satisfaction of the population as well as procedures for conducting them according to established professional and ethical standards.The purpose of this study to map the competency of knowledge of health workers at Surabaya Coastal Area Primary Health Center. The location of this research is at Puskesmas located in the North Coast of Surabaya, namely Sidotopo Primary Health Center and Sawah Pulo Primary Health Center. This research uses a qualitative approach with a case study research strategy. Then the technique for determining the informant was done using purposive sampling and snowball sampling. This study analyzed the competency of health workers' knowledge with 3 indicators, namely general knowledge, special knowledge and typical knowledge.The results in this study are knowledge competency of health workers at Surabaya coastal area health center is still not good. The majority of health workers do not have special knowledge or specialization. Human resource development is needed by the relevant agencies.Keywords: Competence, Community Satisfaction

Abstract

This research aims to examine social networks that can be accessed by SMEs. Capital has an important role in empowering SMEs in the Coastal Areas of Surabaya City. Some previous studies have shown that empowerment of SMEs is only seen from an economic perspective, such as product marketing, product design, and the role of SMEs in local economic growth. In this study it looks for social networks (stakeholders) with an important role in empowering SMEs and can be accessed by SMEs. This study uses a qualitative method with a case study research strategy. The method of finding data uses in-depth interviews, observation, and documentation.  There are 7 informants from SMEs owners, SMEs associations, government, and private institutions. Data analysis begins with data collection, data reduction, data presentation, and making conclusions / verification. The results of this study showed 5 social network stakeholders that can be accessed by SMEs, namely SMEs, SMEs Associations, Government, Banks, and Private.  The government is the most important institution in developing SMEs. While the limitation of this research is that it has not been able to see further the role of stakeholders that can be accessed by SMEs. Further research can examine the role of stakeholders in SMEs empowerment social networks

Abstract

The state civil apparatus as the government administrator, service, and development is required to have adaptability in the 4.0 era, especially in organizing population administration service to explore the task skills of the state civil apparatus in the Department of Population and Civil Registration in Sampang, East Java, Indonesia. This study uses descriptive qualitative with interactive model data analysis techniques (Miles, Huberman, and Saldana, 2014: 8). Meanwhile, the theoretical study of task skills Fleishman, et al. (1991) include; knowledge dimension, the apparatus does not master the standard operating procedures that have been set by the Department of Population and Civil Registration; physical agility dimension, most of the apparatus only "know" how to operate a computer, and they are the expert; The interpersonal capacity dimension of the apparatus still does not have good interpersonal skill, as can be seen from public complaints regarding the attitude of the apparatus that is considered less friendly and communicative; Meanwhile, the dimension of intellectual ability level of creativity, innovation, problem solving in completing task demands are still not optimal, such as in manual services. They tend to apply the old pattern, so that the employee work target is not achieved

Abstract

Jatinom Village Apparatus organizes the public services in Blitar Regency. This study aims to analyze the professionalism of village officials in the Jatinom village office in Blitar. The research uses qualitative method with a case study approach. Data collection uses observation, interview, documentation with data collection techniques, presentation, condensation, and conclusions. There are four indicators to measure the professionalism of the village apparatus, namely 1) Competence 2) Effectiveness 3) Efficiency 4) Responsible. With six sub indicators, namely Skills, Knowledge, Quantity, Quality, and Time. The results showed that the Professionalism of the Village Apparatus in Organizing Public Services in Jatinom Village Office. There were two professional sub-indicators, namely skills and knowledge. Village officials have good public speaking. However, there are four sub-indicators, namely quantity, quality, time, and responsibility, such as the staffs do not have a set of target time, have different work experiences that affect service quality, and do not obey the working hours.

Abstract

This study aims to analyze the process of local participation in the development of Klayar Beach tourism in Pacitan Regency by looking at the compatibility between the dynamics of increasing tourists and the participation of local communities in development. From this, it is known to what extent the contribution and participation of local communities in tourism development participation efforts. The implication of this research is an explanation related to the results of the analysis of the gaps in the stages of participation by the local community as managers. The research method is descriptive analytic by using triangulation as a data analysis technique. The results show that local participation runs in all stages of the development of the Klayar Beach tourist area from the beginning, tourism issues, planning, implementation and governance, to monitoring and evaluation. The lack of local participation lies in participation in terms of anticipating tourist arrivals at certain times and moments, in which case the local community as managers experience limitations in terms of capacity. To overcome this, the researcher suggests that efforts be made to increase local capacity both in terms of quality and quantity so that local participation efforts can run optimally in the development and sustainability process, and be able to overcome unexpected problems through the role of participation. This effort also refers to the opinion of several experts who state that local participation is one of the main keys in developing the tourism sector

Abstract

Orientasi kebijakan pengembangan ekonomi pedesaan seperti BUMDes (Badan Usaha Milik Desa) merupakan upaya pencipaan lingkungan yang kondusif untuk tumbuh kembangnya kegiatan ekonomi mandiri dan produktif di desa, yang bisa berdampak signifikan pada peningkatan taraf hidup dan kesejahteraan masyarakat desa. Problem penting untuk mendukung tujuan jangka panjang tersebut adalah bagaimana mengejawantahkan profil sumber daya manusia (SDM) professional yang unggul. Sinergi dengan hal itu, maka tujuan dari kegiatan pengabdian masyarakat ini dilakukan untuk pengembangan kapasitas (Capacity Building) SDM BUMDes. Prioritas program pengembangan kapasitas diorientasikan pada dimensi Human Resource Development, dengan fokus pada ketersediaan tenaga profesional. Keluaran dari prioritas program meliputi: (1) Rekruitmen, didasarkan atas: a. Profil kewirausahaan, b. SDM lokal, c. stndar perilaku, d. tingkat pendidikan dan skil. (2). Pelatihan, diagendakan untuk: a. Pengenalan Lingkungan Kerja, b. Pelatihan 5R dan 3K, c. Standar Operational Procedure (SOP). (3). Sistem Kompensasi, sosialisasi difokuskan atas: a. Kompensasi langsung (direct), b. Kompensasi tidak langsung (indirect), (4). Isu-isu kompensasi kompetitif. (5). Kondisi Kerja, materi yang direkomendasikan adalah: a. Kondisi fisik kerja. b. Kondisi psikologis kerja, (6). Kondisi temporer kerja.
