The development of a world-class civil service (ASN) is one of the key priorities on the path to Indonesia Emas 2045. However, based on observations in the field, the process has not been as smooth as anticipated. Digital competencies remain uneven across generations, the merit-based system is not yet fully operational, and the bureaucratic culture tends to be slow to adapt. This conceptual study attempts to develop a capacity-building strategy grounded in public sector strategic management to create a world-class civil service. The method employed was a systematic literature review of academic articles, policy documents, and statistical data from 2019 to 2025. The author ultimately formulated a five-pillar strategic framework: (1) transformative leadership and merit-based governance, (2) integrated talent management, (3) acceleration of digital competencies through a corporate university, (4) a public value-based performance management system, and (5) cultural transformation toward a global mindset. This framework is offered as a complement to previous studies, which typically highlight only a single dimension. In it, we integrate Bryson’s strategic management, Moore’s public value, and Grindle’s capacity building. Its novelty lies in how the 2025 Thematic Reform Policy and Law No. 20 of 2023 on Civil Servants are translated into a framework that can be effectively implemented. The practical implications of this study are directed toward the Ministry of Administrative Reform and Bureaucratic Reform (PANRB), the Civil Service Commission (BKN), and the National Administration Agency, which will develop a roadmap for a world-class civil service.
