Abstract

Strategi pengadaan merupakan hal – hal yang diputuskan dan dilakukan untuk mengadakan bahan baku yang berbeda – beda dalam proses pengadaan. Strategi pengadaan mencakup berbagai hal diantaranya adalah kebijakan operasional, hubungan dengan pemasok, serta penggunaan kontrak yang jelas dan menguntungkan. PT Masscom Graphy merupakan perusahaan yang bergerak di bidang percetakan khususnya dalam mencetak salah satu surat kabar terbesar di regional Jawa Tengah. Pengadaan bahan baku tidak memiliki mekanisme manajemen kontrak yang jelas dan membuat pengguna harus membuat perencanaan strategi pengadaan setiap harinya dengan dinamika yang berubah – ubah. Diperlukan identifikasi karakteristik setiap item pengadaan untuk merancang strategi pengadaan yang terdiferensiasi. Penelitian ini bertujuan untuk merancang strategi pengadaan bahan baku yang dibutuhkan oleh PT Masscom Graphy dalam memenuhi kebutuhan cetak surat kabar. Penilaian dimensi, atribut, dan item pengadaan akan dihitung menggunakan Fuzzy Multi-attribute decision making. Matriks Kraljic dibentuk dengan dua dimensi utama yaitu risiko pasar (supply risks) dan dampak profit (profit impact) menggunakan multidimensional scaling pada software SPSS. Hasil pemetaan kemudian akan menjadi dasar untuk perancangan strategi pengadaan barang, mulai dari karakteristik supplier, tipe hubungan dan tipe kontrak dengan supplier, strategi operasional umum dan khusus, serta karakteristik staff pengadaan yang ideal. Bahan baku dalam kuadran non-critical berupa tali rafia, double tap, dan kain lap direkomendasikan menerapkan tipe kontrak regular trading. Kuadran bottleneck berisikan bahan baku berupa cairan produksi dan plat besi direkomendasikan menerapkan tipe kontrak call off contract. Bahan baku strapping band, bungkus, dan spraymount yang masuk ke dalam kuadran leverage disarankan menerapkan tipe kontrak call off contract. Kuadran strategic berisikan bahan baku tinta cetak dan kertas koran direkomendasikan menerapkan tipe kontrak partnership. AbstractProcurement strategies are some items which being decided and performed to purchase different materials in the procurement process. It contains some essential points such as operational policy, supplier relationship, and contract management. PT Masscom Graphy, in particular, is a printing company, issuing one of the major newspapers at region of Central Java, Indonesia. The company’s procurement doesn’t have a clear mechanism of contract management, also forcing the users to replan the procurement strategy every single day in a dynamic situation. Materials characteristic identification is needed to produce the differentiated strategies of procurement. This research aims to generate the procurement strategies demanded by the company, in order to accomplish the production of newspapers. The assessment of dimensions, attributes, and materials will be measured with fuzzy multi-attribute decision making. The results are going to be positioned into the Kraljic Matrix. The positioning will be completed by the multidimensional scaling using SPSS. Materials in non-critical quadrant are raffia rope, double tape, and drapery, with the recommendation to implement regular trading contract. Materials in bottleneck quadrant contain production fluid and steel plate, recommending to implement the call off contract. Strapping band, cover, and spraymount categorized as the leverage items, advising to apply the call off contract. The strategic quadrant consists the ink and the paper, with a partnership contract to be proposed.

Abstract

Risk management is a management effort to control risk the company's operational activities by conducting risk analysis, risk evaluation and its mitigation plan. Risk management efforts are feasible to be applied into the business activities of the company including the procurement activities. PT Masscom Graphy is a printing company that its main request is printing Suara Merdeka newspaper. Since June 2016, there has been a decrease in demand of 27,000 copies of Suara Merdeka newspapers which resulted in disruption of the company's cash flow. It responded by the company by applying a tight money policy on every company activity including procurement activities. Such policies increase the risks that may occur, so that risk management efforts are needed to minimize the impact that can occur. The House of Risk method is used to identify risk events and the risk agents that cause them, and to design mitigation actions to address those risk agents. The results showed that there were 13 risk events and 17 identified risk agents, with the priority risk agents to be addressed were A2 risks (no contracts formed with suppliers) and A14 (application of the same procurement strategy to each raw material). Recommended mitigation actions are (1) review of contract system, (2) differentiation of procurement strategy, (3) mapping of raw material characteristics, and (4) supplier performance evaluation.
