Digital Infrastructure, Digital Leadership, Bureaucratic Effectiveness, and Innovation Strategy have positive and significant effects on Asset Management Optimization, whereas Digital Talent Development has no significant effect. Digital Infrastructure is the strongest determinant of Innovation Strategy, while Innovation Strategy has the greatest effect on Asset Management Optimization. The QSPM identifies strengthening system integration, digital workforce competencies, and bureaucratic process digitalization as the strategic priorities. These findings emphasize the importance of integrating technology, human resources, bureaucracy, and innovation to support effective and sustainable asset management optimization.
