Abstract

This study examines the effectiveness of a workforce planning-based educational program in improving graduate employability at the Pingdingshan University, China. Using an explanatory sequential mixed-methods design, the research first identified factors contributing to weak graduate employment outcomes and then evaluated the program’s impact after one year of implementation. Data was collected from 47 purposively selected participants through interviews, observations, semi-structured interview, and institutional documents. The findings reveal that limited industry skills alignment, low digital literacy, inadequate graduate profiles, and weak university-employer collaboration hinder employability. The workforce planning program, implemented through four stages, needs analysis, curriculum development, implementation, and continuous evaluation, significantly enhanced graduate employment outcomes. Positive changes included higher employment rates, shorter job-search periods, increased full-time employment, stronger alignment between fields of study and occupations, and improved salary levels. The study highlights workforce planning as a strategic, data-driven approach for strengthening graduate employability. Two further types of research are recommended.
