Abstract

The digital generation faces challenges that threaten the quality of citizenship, such as disinformation and cyberbullying. In Buleleng Regency, this is worsened by criminality, drug abuse, cybercrime, and online gambling promotion on social media. The regency government responded through the Center for National Insight Education (PPWK) as a non-formal education strategy to strengthen the civic virtue of the digital generation. This study aims to analyze PPWK as a strategy for developing the civic virtue of the digital generation in Buleleng Regency by examining the educational model applied and participants' perceptions. The study used a qualitative approach with a case study strategy, supported by questionnaire data from 64 participants. Data were collected through interviews, observation, documentation, and questionnaires, then analyzed using the Miles and Huberman model. The results show that PPWK implements an education strategy based on the internalization of national values through socialization, interactive dialogue, and reflection on actual cases, adapted to participants' characteristics. Participants' perceptions of the program fall into the very good category (average 88.48), particularly on the responsibility and digital ethics indicators. This study recommends strengthening program intensity, optimizing social media, and expanding outreach to strengthen the civic virtue of the digital generation.
