Abstract

The Covid19 pandemic have a widespread impact on socio-economic casualties and losses. In anticipating the impact, every organization needs to be adaptive by adopting new normal with new standards, culture and work values that are healthier, safer and productive. This paper evaluates what is the impact and recovery of Covid19 to BPS future, and proposes a new normal in managing statistical data by taking a case study in the BPS Bungo District. The results of the analysis show that there are direct impacts of Covid19 on BPS. These impacts are lowered direct interaction with respondents, reduced activity in the field and decreased speed of respondents in providing information. Another impact is the reduced intensity of coordination and outreach, field data collection, and presentation of data on social statistics, production, distribution, regional balance sheets and other thematic statistics. Online data collection in the field is not easy because of the lack of community understanding, and the unpreparedness of equipment owned by the community, limited internet access. In facing these changes, BPS still has an important role in providing accurate, up-to-dated and timely basic data. In carrying out this role, BPS needs to implement new actions and new ways of working to maintain the scope, completeness, novelty and quality of the data by undertaking a series of changes (transformation) and redesign (redesign) in data management, human resources, technology and infrastructure and risk management.

Abstract

Improving human resources, and mastering science and technology are one of the pillars of development to realize the Sustainable Development Goals (SDGs) and Indonesia's Vision 2045. The main prerequisite that must be met in developing human resources is the availability of data and information on the number, structure, composition population distribution and characteristics accurately, completely and up to date. The successful implementation of the 2020 Population Census (SP) is an important milestone in providing data and information towards one Indonesian population data. This paper aims to provide input and considerations so that the implementation of SP2020 goes well, smoothly and according to plan; and produce quality population data and information. The implementation of SP2020 needs to be seen as part of knowledge management on population to strengthen basic population data; develop knowledge about the number, composition and distribution between regions and between people; understand changes in population characteristics and behavior as a result of social, cultural, economic, political changes and advances in information technology; and encourage the formulation of accurate evidence-based and knowledge-based policies. The pentahelix model emphasizes that the synergy between BPS and stakeholders is very important starting from the preparation, dissemination, implementation of data collection, processing, and utilization of SP2020 data. In ensuring the successful implementation of SP2020, BPS must continue to strengthen performance management by developing effective communication and consultation between Central BPS, Provincial BPS and Regency/City BPS. On the other hand, BPS must also continue to build solid communication, cooperation and partnerships with ministries/agencies, provincial governments, district/city governments, village governments, universities and research institutions, business actors and the media.

Abstract

The direct impact of the Covid19 pandemic is a decline in socio-economic activities, and reduced income and household’s purchasing power. The decline in purchasing power will then be followed by changes in household consumption patterns. This paper aims to examine changes in household consumption patterns during the Covid-19 pandemic by taking the case of changes in household consumption at the national level and Jambi Province. The results of the analysis show that household's consumption behavior during the COVID-19 pandemic has shifted in the short term. Household adjust their expenditure priorities in line with decreasing income. Household has continuesly prioritized expenditures on housing and household equipment, health and education, and other. In anticipation of a decrease in income, households will also maintain their consumption of food and beverages, and postpone spending on transportation and accommodation. Government and local government policies are very important to maintain household's purchasing power and at the same time restore household's ability to consume. This policy is largely determined by the effectiveness and timeliness of government and local government spending. Economic recovery policies need to be directed at increasing the production capacity of business actors to meet household consumption demand. Another finding is that economic recovery can only run well if it is supported by the implementation of health protocols in the provision of transportation and accommodation services. In addition, online business is also very important to support small and medium enterprises. Therefore, policy implication of this finding is that the government and local governments must facilitate the development of small and medium enterprises including access to capital, technology, information and marketing. In this, there should be a strong cooperation and partnerships following pentahelix approach: government, society, business actors, universities and the media in developing local and regional economy.
