Abstract

Local government governance plays a crucial role in supporting sustainable tourism development and in maintaining the UNESCO Global Geopark status of the Toba Caldera. This study analyzes how the Samosir Regency Government governs sustainable tourism development in the Toba Caldera UNESCO Global Geopark area and identifies the factors that support or hinder the maintenance of its geopark status. Local government governance is central to sustaining both tourism and UNESCO recognition. A descriptive qualitative approach was employed, with data collected through observation, interviews, and documentation involving local government officials, the Toba Caldera UNESCO Global Geopark Management Agency, sub-district officials, and tourists. The data were analyzed using a good governance framework based on UNDP indicators: participation, rule of law, coordination, and responsiveness. The findings show that governance has been implemented but remains suboptimal. Community participation has increased through local tourism groups, yet it remains uneven across geosites. Regulations are in place, but their implementation and supervision need improvement. Coordination among stakeholders is constrained by policy synchronization and infrastructure management. Government responsiveness is reflected in facility improvements and follow-up actions on UNESCO recommendations. The study highlights the need for stronger stakeholder coordination, improved geosite infrastructure, broader community participation, and enhanced geopark education and outreach.
