Abstract

Forest and land fires (karhutla) recur in Indonesia, and their impacts are inherited by future generations through health, ecological, and economic pathways. This study aims to analyze the long-term impacts of karhutla on future generations, to examine the development of hifz al-nasl as intergenerational protection in an ecological context, and to explain the urgency of post-fire forest revitalization. The study employs normative legal research with a library research approach, using statutory and conceptual approaches. The data consist of legislation, the Qur'an, scholarly books and journal articles, and official government data, which were analyzed qualitatively through legal interpretation and reasoning. The findings show that karhutla causes premature mortality, long-lasting ecological degradation, and substantial economic losses that burden future generations. Within the maqashid al-shariah framework, hifz al-nasl can be developed, as a contemporary maqashidi construction, into intergenerational protection that requires ecological sustainability. Forest revitalization, conventionally classified as hajiyyat, can then be positioned as dharuriyyat through the maxim al-hajatu tanzilu manzilat al-dharurat. Revitalization is therefore understood not merely as replanting, but as the restoration of ecological functions and the prevention of recurring damage.
