Abstract

The distribution of zakat fitrah among mosques located in neighboring areas is still unequal, since some mosques hold a surplus while others nearby experience a shortage. Coordination is carried out manually through informal communication, so the zakat condition of each mosque is difficult to observe and redistribution does not reach its optimal potential. This study aims to develop a Coordination System for Inter-Mosque Zakat Distribution based on a Web Geographic Information System (GIS) that visualizes mosque locations together with their zakat status spatially and interactively. The system was developed using the Unified Process (UP) method, covering communication, planning, modeling, construction and deployment, and was built with native PHP, a MySQL database, and the Leaflet.js library with OpenStreetMap base maps. The Haversine formula was implemented to measure the great-circle distance between mosque coordinates, so that the nearest surplus mosque is determined by the actual distance in the field rather than by administrative boundaries. Data were collected through observation, interviews with mosque administrators, and literature study. Functional testing applied the Black Box method to 33 scenarios covering registration, authentication, multi-level mosque verification by the administrator, and the inter-mosque distribution workflow. The results show that all 33 scenarios were valid, that the system presents spatial information accurately, and that every distribution is documented through a handover photograph, two digital signatures, and an automatically generated handover report. The system is therefore feasible to support an equitable, transparent and traceable distribution of zakat fitrah.
