Abstract

This study analyzes implementation of the dynamic archives management policy at the Library and Archives Service of Blitar Regency and identifies the obstacles encountered. Records management in Indonesian local government remains constrained by limited certified archivists, inadequate storage, and gaps between written procedure and field practice, despite the mandate of Law No. 43 of 2009 on Archives. Using a descriptive qualitative case-study method guided by George C. Edwards III's policy implementation model: communication, resources, disposition, and bureaucratic structure. Data were collected through semi-structured interviews with four key informants, non-participatory observation, and documentation, validated through source and technique triangulation. Findings show implementation has generally proceeded well: communication runs through a clear hierarchical mechanism supported by the SRIKANDI and IDEA digital systems, resources are relatively adequate, implementers display strong commitment, and bureaucratic structure provides a systematic division of tasks. Persistent obstacles remain, however, including a shortage of archivists, limited storage racks, budget-efficiency cuts, high workloads, and overlapping duties among certain positions. These findings suggest that although implementation follows regulation, strengthening human resources, facilities, and task clarity remains necessary to achieve fully optimal dynamic archives management at the regional level.
