Abstract

The development of peri-urban areas surrounding tourism-based cities generates complex transformational pressures on the sustainability of rural communities. This study aims to analyze peri-urban dynamics in Oro-Oro Ombo Village, Batu Subdistrict, Batu City; identify their impacts on environmental, social, and economic aspects; examine the adaptation strategies employed by local communities and the village government; and formulate recommendations for achieving a sustainable village. This study employed a descriptive qualitative approach, with data collected through semi-structured interviews, field observations, and documentation involving 20 informants, including village government officials, local residents, and micro, small, and medium-sized enterprise (MSME) actors. Data were analyzed using the interactive model developed by Miles et al. (2014). The findings reveal that territorial transformation has been driven by the presence of Batu Night Spectacular (BNS), which has converted agricultural land into commercial zones and encouraged livelihood diversification. This transformation has also generated environmental problems, such as traffic congestion and waste accumulation, while social cohesion has remained relatively intact. Existing adaptation strategies remain reactive and individualistic, lacking a comprehensive policy framework. This study concludes that achieving sustainable village development requires strengthening the village-owned enterprise (BUMDes)-based economy, implementing integrated environmental management, enhancing human resource capacity, and promoting participatory governance. Theoretically, this study reinforces the relevance of the sustainable village framework as a more appropriate analytical perspective than the sustainable city framework in the context of tourism-driven peri-urban areas.
