Abstract

The development of Islamic tourist destinations faces challenges regarding the low competence, service skills, digital literacy, managerial capabilities, and understanding of sharia values among a portion of tourism human resources (HR). These conditions highlight the necessity for an HR development strategy that is not solely oriented toward enhancing individual skills but also integrates community-based learning within destination management. This study aims to analyze the strategies of Human Resource Development and Community-Based Learning in improving the performance of tourism HR through the perspective of educational management. The research employs a qualitative approach using library research by analyzing relevant books, scientific journal articles, and prior research findings. The results indicate that: (1) competency-based HR development, continuous training, and the internalization of Islamic values serve as the foundation for enhancing the professionalism of the tourism workforce; (2) Community-Based Learning reinforces contextual knowledge, community participation, practical skills, and social responsibility; (3) the integration of both strategies through educational planning, organizing, implementation, and evaluation is capable of establishing a collaborative destination learning ecosystem; and (4) improvements in competence, productivity, service quality, adaptability, and innovation constitute the primary dimensions of tourism HR performance. The study concludes that the integration of HR development and community-based learning is a crucial strategy in building professional and sustainable Islamic tourist destinations. Its implementation is directed toward collaboration among the government, higher education institutions, business practitioners, and the local community.
