Abstract

The Free Nutritious Meals Program (MBG) is a national priority program managed by the National Nutrition Agency (BGN) and funded by the state budget. In June 2026, the Attorney General’s Office named several officials and private parties as suspects in an investigation into alleged corruption in the program’s governance. This study analyzes the case as constructed by investigators and assesses it through Pancasila as an ethical system and the Ethics of Politics and Government in MPR Decree No. VI/MPR/2001. It employs a qualitative case study and literature review using secondary data—official statements from law enforcement, regulations, scholarly literature, and credible media reports—verified through source triangulation. The findings indicate that the alleged irregularities center on manipulated verification of nutrition service unit (SPPG) partners, potential conflicts of interest, and procurement allegedly subject to intervention and price mark-ups. If proven in court, these allegations conflict with all five principles of Pancasila and point to weaknesses in integrity, transparency, accountability, and conflict-of-interest control. The study recommends stronger partner verification, conflict-of-interest declarations, needs-based procurement, price reasonableness checks, oversight from the planning stage, information disclosure, and case-based anti-corruption education. Because the investigation was still ongoing as of September 2026, all findings are treated as allegations, and the study draws no conclusion on the criminal liability of any party.
