Abstract

Tempe Padasuka faces quality problems from their outsourcing policy to fulfill an increased demand due to the implementation of Indonesia’s Free Nutritious Meals Programme. To support outsourcing activities and maintain product quality, supplier selection was evaluated using a combination of Analytical Hierarchy Process (AHP), Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), and Simple Additive Weighting (SAW) methods. AHP was employed to determine the importance of evaluation criteria, while TOPSIS and SAW were employed to rank supplier alternatives. The results show that quality is the most important criterion with a weight of 0.611, followed by delivery and price. Five suppliers were evaluated. TOPSIS and SAW produced the same ranking, with Supplier 1 ranked first, and a sensitivity analysis showed that Supplier 1 remained first when each criterion weight was changed by up to ±30%. The calculated model was subsequently integrated into a spreadsheet-based decision support system developed using the waterfall methodology. When tested with the System Usability Scale (SUS) by three company user(s), the system obtained a score of 80, indicating excellent perceived usability. The findings indicate that integrating AHP, TOPSIS, and SAW within a decision support system provides a practical approach to supplier evaluation in this SME case, although its applicability to other organizations has not yet been tested.
