Abstract

Crime committed by children is a serious problem faced by every country. In Indonesia, this issue is often raised in the form of seminars and discussions held by government agencies and other related institutions. The purpose of the research is to find out, understand and analyze the factors that influence children who make illegal payments and analyze the form of law enforcement on the rights of children who make illegal payments. The research method uses empirical normative research. Children are young human beings at a young age as the most vulnerable and weak social beings, ironically, children are often placed in the most disadvantaged position, do not have the right to voice, and even become victims of violence and violations of human rights. his rights. Illegal levies are an act carried out by someone who possesses and abuses a certain authority by expecting a reward by violating the rule of law so as to cause moral and material consequences for others, illegal levies are regulated in Article 368 paragraph (1) of the Criminal Code.
