Abstract

Poverty remains a major development issue in the ASEAN region, particularly in countries facing unequal distribution of development outcomes and limitations in human capital quality. This study analyzes the effects of economic growth and the Human Development Index (HDI) on poverty in ASEAN countries. A quantitative approach with library research was employed using secondary data. Purposive sampling was applied to six countries—Myanmar, Timor-Leste, Laos, the Philippines, Cambodia, and Indonesia—covering 2013–2022 and yielding 60 observations. Economic growth and poverty data were obtained from the World Bank, while HDI data were obtained from the United Nations Development Program. Panel data regression was conducted using the Common Effect Model, Fixed Effect Model, and Random Effect Model, followed by model-selection tests, classical assumption tests, partial and simultaneous significance tests, and the coefficient of determination using EViews 13. The model-selection procedure identified the Fixed Effect Model as the preferred specification. Economic growth showed a negative coefficient but had no statistically significant effect on poverty, whereas HDI had a negative and significant effect on poverty. Simultaneously, economic growth and HDI significantly affected poverty, with an adjusted R-squared of 0.892851. The findings indicate that improving human development quality is a critical element of poverty-reduction strategies in the countries examined.
