Abstract

The pandemic has presented unprecedented challenges to public administration by disrupting fundamental public services. The government is responsible for managing public interests and responding effectively to crises. Inadequate crisis response can lead to a collapse in essential public services, including population administration services. Studies on the policy cycle during a crisis are still relatively limited. After the COVID-19 crisis prompted efforts to investigate and document policy developments during the situation, the significance of this study has increased. This study examined the policy process of population administration online services in Yogyakarta during the pandemic, particularly by analyzing policy content perspectives. This study analyzed policy input, process, output, and impacts using a qualitative case study methodology in a logical framework approach. The findings indicate that the political system effectively adapts to the policy environment, converting inputs into policy adoption and producing coherent policy outputs. The use of online systems aims to ensure vital government services continue without interruption while minimizing risks. This adaptation improves accessibility and efficiency, ensuring valid population documentation, data integrity, and legal certainty. Rather than formulating new policies, policy adoption is made through learning, negotiation, and swift dissemination across government levels. However, individuals lacking access to technology or digital literacy skills face exclusion risks. Addressing ongoing online service changes post-pandemic is crucial for efficiency. The policy process highlights agility, innovation, and collaboration in managing crises and delivering public services effectively. Leveraging technology and adaptive governance enhances public governance resilience and capacity to meet community needs

Abstract

Citizen’s vital records contain information value, proof of important life events, and legal and binding ownership of assets. Disaster risk management rarely calculates damage and loss of vital records due to disasters. This article presents a comprehensive review of records protection practices designed to ensure the preservation and accessibility of citizens' vital records. This study provides a comprehensive review of practices for protecting vital records to ensure their preservation and accessibility. Using a qualitative methodology, the research examines the integration of disaster risk management and records management within the framework of the Records Continuum concept. The study identifies critical processes in protecting vital records, including prevention, mitigation, response, and recovery. It highlights the need for a tailored approach at the individual level, considering community awareness, infrastructure availability, and resource limitations. Factors such as susceptibility to natural disasters, inadequate infrastructure, low public awareness, and financial constraints exacerbate the risks to these records. Consequently, protection strategies must account for the socio-economic, physical, and cultural contexts of the affected populations. The findings emphasize that safeguarding vital records is a shared responsibility, involving not only governments and archival institutions but also active community participation. By integrating disaster risk management principles with archival frameworks, this research offers actionable insights for enhancing record preservation practices globally.

Abstract

Desa Wisata Daleman yang terletak di Kecamatan Tulung, Kabupaten Klaten, Jawa Tengah memiliki potensi wisata keindahan alam berupa wisata mata air Umbul Nilo. Kawasan mata air ini memiliki potensi alam yang indah dan suasana yang asri, tetapi perkembangannya masih tertinggal dibandingkan desa wisata sekitar. Dalam pengembangannya, wisata ini menghadapi berbagai tantangan seperti kurangnya penataan dan daya tarik visual serta keterbatasan fasilitas penunjang yang mampu menarik minat wisatawan. Oleh karena itu, dilakukan perancangan kembali desain tata letak yang lebih menarik disertai beberapa fasilitas penunjang sekaligus untuk meningkatkan pengalaman wisata yang nyaman dan aman. Selain itu, dilakukan identifikasi potensi kuliner sehat yang dapat dikembangkan di Desa Daleman. Metode pengabdian yang diterapkan mencakup observasi ke lapangan, studi literatur pengembangan potensi desa, perancangan desain, dan penyuluhan kepada masyarakat. Hasil perancangan ini dapat dijadikan acuan untuk pembangunan selanjutnya secara bertahap.
