Abstract

Bullying in schools can compromise students' safety, well-being, and learning process. School policies serve as a guide for preventing and addressing bullying. This study aims to analyze the Student Anti-Bullying and Harassment Policy at East Preston Islamic College (EPIC), Australia, focusing on policy direction, prevention, reporting, intervention, and student protection. A qualitative content analysis was applied to the eleven topics of the policy document, supported by the school’s official website and scholarly literature. Data were collected through documentation and analyzed by determining units of analysis, coding, grouping themes, interpreting content in context, and comparing findings with prior studies. The findings show that the policy defines bullying through repetition, abuse of power, and intent to harm but does not define harassment separately, so single-incident harassment may be classified inconsistently; its scope extends beyond school grounds to digital contexts; its reporting procedure is student-centered but lacks measurable timeframes, uniform documentation, and follow-up schedules; and its provisions are consistent with the values of Respect, Fairness, and Commitment and with Islamic moral education. The study contributes to educational policy research through a topic-by-topic reading of a student-protection policy in an independent Islamic school in Australia
