Abstract

The research focuses on community participation in the implementation of the work program in Teba Village: whether the work program implemented is the result of a decision-making process or the village head's initiative. Using Arnstein's participation ladder, we will describe the level of community participation in development in Teba Village, Biboki Tan Pah District, Timor Tengah Utara Regency. The data was collected using the interview method and supported by documents like village meeting minutes, meeting attendance lists, and work plan documents from 2019-2024. The data analyzed is to determine the level of community participation. We found that community participation in Teba village was at the second level. At the information provision rung, the public is getting information, but a decision already took.  In the consultation rung, the village head holds discussion forums but does not have a guarantee the village government accept the suggestion. In placation rung, the government makes promises but is easy to ignore.

Abstract

Study This focuses on approach cultural in managing the governance of Indonesia's borders with Republic Democratic Timor Leste which focuses on the Napan Village point. Approach study Qualitative with method studies cultural. Dissected research results with human security and is based on several study previous, prove that exists mobilization between society to strengthen House customs and rites existing customs maintained, for the sake of strengthening institutionalization strengthening traditions exists system justice custom through track diplomacy between second public existing customs in existence of different countries. That matter possible Because exists connection the strong and strong kinship and brotherhood status that is framed in connection blood, and rites custom between second split party.

Abstract

This study attempts to reveal the reality of community harmonization on the border between the Indonesian people and the Democratic Republic of Timor Leste people who live around the border area, precisely in the Haumeni Ana Village area, Bikomi Nilulat District, North Central Timor Regency, with the Oecusse District. By using a qualitative approach and a cultural study perspective, the researcher revealed the existence of harmonization between the two groups of people with different national foundations which in principle are based on cultural similarities as atoin meto (people who live on dry land), the same language speech, namely uab meto, tribal unity framed in the term bae feto bae mone (brothers and sisters) so that various problems that occur are often resolved with a local wisdom approach, namely maloe mamat (serving betel nut), tok tabua (sitting in dialogue together), menu tiun (customary oath) and natoni (customary ritual). The recommendations produced in this study are that strengthening policies related to problems that occur in society are handed over to traditional leaders and the government becomes social control over the ongoing process

Abstract

This aims to study dynamic mobility social and economic communities in the Indonesia-East Timor border region with approach locality, which focuses on practices and relations daily public border in responding to national borders. With method qualitative and approach ethnographic, research This describes How identity, network social, and economic strategies constructed in room fluid and interactive borders. Research results show that the state borders are not only as entity administrative, but rather room negotiated social repetition in a way continuously by actor locals through activity cross border.

Abstract

Using Arnstein's participation ladder, we will analyze the level of community participation in development in Teba village, Biboki Tanpah District, North Central Timor Regency. Using the interview method and supported by documents in the form of village meeting minutes (musdes), village meeting attendance lists (musdes), and document work plan (RKPdes) from 2019- 2024, data collected and analyzed to determine the level of community participation. The study conducted found that community participation in Teba village was at the second level. At the information provision rung, the public is given information but the decision has been taken. Likewise, on the consultation ladder. The village head conducts discussions but, there is no guarantee the suggestions will be accepted. In taking heart, the government only makes promises that can easily be ignored.

Abstract

The focus of the research to be achieved in this simple study is to reveal the patterns of social interaction that exist between local residents and former East Timorese residents who live around the border area. Meanwhile, the final goal sought is how harmonization exists between communities in strengthening national identity as Indonesian citizens or as citizens of the Democratic Republic of Timor Leste who live in Indonesian territory. The method used is qualitative with a cultural study approach, with data collection techniques through observation, in-depth interviews and documentation of local community groups and former East Timorese residents in the border areas of North Central Timor Regency. For data analysis techniques, researchers used interactive model data analysis techniques with data reduction. Based on research results
