Abstract

The research focuses on community participation in the implementation of the work program in Teba Village: whether the work program implemented is the result of a decision-making process or the village head's initiative. Using Arnstein's participation ladder, we will describe the level of community participation in development in Teba Village, Biboki Tan Pah District, Timor Tengah Utara Regency. The data was collected using the interview method and supported by documents like village meeting minutes, meeting attendance lists, and work plan documents from 2019-2024. The data analyzed is to determine the level of community participation. We found that community participation in Teba village was at the second level. At the information provision rung, the public is getting information, but a decision already took.  In the consultation rung, the village head holds discussion forums but does not have a guarantee the village government accept the suggestion. In placation rung, the government makes promises but is easy to ignore.

Abstract

The National Selection for New Student Admissions (SNPMB) at state universities (PTN) in 2024 based on Permendikbudristek Number 62 of 2023 concerning new student admissions at PTNs has undergone policy changes so that one solution is to socialize SNPMB to prospective students in the 3T area of Timor Island. This socialization activity was facilitated by the University of Timor with one of the loci being SMKN 1 Kefamenanu. The methods used are preparation, implementation and evaluation. In the preparation stage, the legality of activities is carried out, preparation and discussion of project procedures, as well as an initial survey. At the implementation stage, socialization and assistance for KIP (Indonesian smart card) registration was carried out, then at the evaluation stage, understanding of the material that had been provided was measured. As a result of this activity, students at SMKN 1 Kefamenanu have understood the 2024 SNPMB mechanism and the suggestions from this activity will be taken into account in further socialization activities which are targeted not only at prospective students but also involve parents so that the information obtained can be used as material for consideration in facilitating children's education. his son.

Abstract

Study This focuses on approach cultural in managing the governance of Indonesia's borders with Republic Democratic Timor Leste which focuses on the Napan Village point. Abstract

The focus of this study is the strategy for handling domestic violence by Yabiku. The data analysis technique used in this study is the Miles and Hubermans interactive model. The results of the study indicate that the strategy for handlin{Bibliography}g mechanisms is quite measurable and comprehensive, namely through various methods and actions. Among them are getting reports, picking up the ball, correspondence and telephone. At the level of supporting human resources, YABIKU NTT has an institutional structure of the Division for assisting women and children victims of violence, the Division for organizing women and natural resources, the Fundraising Division, Operational Manager, Admin and financial Manager. Based on the advocacy model carried out by YABIKU NTT, it is to synergize and partner with the government and the community to provide policies related to handling victims. That through strategic partnerships and efforts to mobilize the participation of the parties is very much needed in the integrated victim handling process. In addition, there are also three models and stages of legal advocacy in handling victims of violence. Handling cases of violence against women does not only focus on the legal aspect, but also helps them to recover, rebuild their lives and prevent violence from happening again. Therefore, cooperation between the parties is needed to empower women victims of violence from an economic and psychological perspective. In addition to regulations that support victims of violence, there is a need for funds and Standard Operating Procedures for the Referral System for handling cases.

Abstract

Kegiatan ini berfokus pada aksi stimulasi Stimulasi Wujudkan Desa Mandiri Di Desa Umalor Kecamatan Malaka Barat Kabupaten Malaka. Urgensi dari kegiatan ini adalah bagi akademisi (Dosen dan mahasiswa) yang terlibat dalam kegiatan ini sebagai media penyalur dan pengembangan ilmu pemerintahan dan ilmu administrasi dan bagi pemerintah desa Umalor dan masyarakat desa kegiatan ini sebagai stimulasi dalam mewujudkan desa Mandiri yang sedang diupayakan bersama. Kegiatan ini menggunakan dua metode yaitu perencanaan dan pelaksanaan dan dilaksanakan selam dua bulan. Dalam proses perencanaan dilakukannya penyusunan project yang berfokus pada 3 dimensi yaitu dimensi sosial, ekonomi dan ekologi dikarenakan sebagai tolak ukur dari desa mandiri. Projec yang telah dirancang berjalan dengan baik dan mencapai tujuan bersama dari kegiatan ini.

Abstract

This research examines the complexity of challenges in developing responsive regional regulations in Malaka Regency, East Nusa Tenggara, Indonesia. The study was motivated by the rejection of Malaka Regency’s draft regional regulations by the Ministry of Law and Human Rights. Using the theoretical framework of regional autonomy, the mechanisms of regulation formation, and Arnstein’s “Ladder of Community Participation” theory, the research explores the sociological, philosophical, and juridical foundations underlying the regulation development process. This descriptive qualitative study employed methods such as observation, interviews, focus group discussions (FGDs), triangulation, and snowball sampling. Data were analyzed using Creswell’s qualitative techniques. The findings reveal several key issues in the regulation development process, including insufficient adherence to sociological considerations, lack of academic manuscripts to guide regulatory content and significant political party interventions. These factors have resulted in unresponsive regulations that fail to address the community’s needs adequately. Moreover, the low level of community participation—due to limited power redistribution—has further hindered the process. The research highlights the need for more inclusive and collaborative mechanisms to ensure that regional regulations are representative, practical, and aligned with the socio-political context. This study contributes to the field of governance and policy-making by emphasizing the importance of responsive regulation as a tool for addressing local societal challenges. Future research should explore strategies for improving community involvement and addressing political barriers in the formation of regional regulations.

Abstract

Kegiatan ini adalah salah satu respon Dinas Kehutanan Kabupaten Malaka terhadap kerusakan hutan di Desa Barene Kecamatan Malaka Tengan Kabupaten Malaka dan berkolaborasi dengan STISIP Fajar Timur untuk mengimplementasikan Program Kebun Bibit Rakyat (KBR). Kegiatan ini dilakukan dengan 2 metode yaitu persiapan dan pelaksanaan. Tahapan persiapan meliputi dua aksi yaitu survey awal dan rapat internal. Tahapan pelaksanaan terdiri dari tiga aksi yaitu 1) Penyuluhan, 2) Pembinaan dan penertiban pemasaran hasil hutan kayu, 3) Pendampingan pembentukan KBR. Kegiatan ini berjalan dengan baik dan mendapatkan respon partisipasi aktif dari Pemerintah Desa Barene dan Masyarakat Desa Barene. Kegiatan ini berhasil dilaksanakan sesuai dengan jadwal yang telah disepakati. Kegiatan KBR sangat bermanfaat bagi rehalibilitas lahan kritis dan dapat menumbuhkan perekonomian masyarakat.
