Abstract

Artikel ini bertujuan untuk mengetahui bagaimana kondisi lingkungan nternal dan external dalam strategi penanganan peredaran narkoba di Kota Metro oleh Satuan Narkoba Polres Metro. Tipe penelitian ini merupakan tipe penelitian yang bersifat deskriptif dengan pendekatan kuantitatif. Faktor-faktor strategi lingkungan internal, yang menjadi kekuatan utama, yaitu: adanya kerjasama antara instansi kepolisian oleh stakeholder lainnya, sedangkan yang menjadi kelemahan utama, yaitu: kualitas tenaga pelatih yang masih sangat terbatas dan belum memadai sehingga belum sesuai standar kompetensi.. Faktor-faktor strategi lingkungan eksternal, yang menjadi peluang utama, yaitu: tugas operasional dalam menciptakan keamanan dalam negri melalui strategi Kepolisian semakin meningkat,sehingga menjadi peluang dalam membangun kepercayaan, sedangkan yang menjadi ancaman utama, yaitu: sistem hukum dan peradilan yang tumpang tindih. Belum terakomidasinya strategi sesuai dengan kebutuhan lingkungan karena belum adanya identifikasis lingkungan internal dan lingkungan eksternal tersendiri dari Satuan Narkoba Polres.

Abstract

Tulisan ini bertujuan untuk mengidentifikasi gaya kepemimpinan Walikota Metro 2005-2015, Lukman Hakim. Dengan menggunakan pendekatan kualitatif deskriptif, diperoleh kesimpulan bahwa selama dua periode menjadi Walikota Metro gaya kepemimpinan yang digunakan oleh Lukman Hakim adalah gaya demokratis. Dengan gaya demokratis, kepemimpinan Lukman Hakim bisa dinilai cukup adaptif dengan dinamika tuntutan perkembangan pemerintahan di Kota Metro. Hal tersebut diwujudkan dalam kegiatan seperti bedah APBD, pelayanan satu atap atau uji kepatuhan dan kepantasan (fit and proper test) untuk pejabat birokrasi pemerintahan di Kota Metro dalam rangka merealisasikan tuntutan dinamika pemerintahan yang demokratis dan pemerintahan yang bersih.Salah satu hasil dari reformasi birokrasi yang dilakukan oleh Lukman Hakim sebagai Walikota Metro adalah naiknya Indeks Pelayanan Publik pada tahun 2012 yang disebabkan semakin membaiknya kinerja birokrasi dalam memberikan pelayanan pada mayarakat.

Abstract

This article aims to describe the process of setting a child-friendly policy agenda at the local level in a child-friendly policy. Taking a case study in Panggunrejo Village, Pringsewu Regency, Lampung, Indonesia, this study found that policy issues and problems at the local level were still dominated by decisions from above. Local actors have not fully realized the importance of issues of violence against children as a priority agenda. In the field, even though the local Panggungrejo government as the main actor has strong legitimacy, its knowledge and expertise in the issue of child-friendly policies are lacking. An important actor in this policy is L-PAMAS has sufficient knowledge and expertise but does not have power in the policy setting agenda process. The dominant policy dynamism is played by L-PAMAS as a Non Governmental Organization which is involved in the formulation of child-friendly policies in Panggungrejo Village.

Abstract

Children's programs currently served are not in accordance with the classification of programs during children's broadcast hours and children's content that contains violence and contains more foreign animation than local children's shows. Therefore, Komisi Penyiaran Indonesia (Indonesian Broadcasting Commission), which was formed as an independent institution, has the authority to compile and supervise various broadcasting regulations that connect broadcasting institutions requiring a strategy in monitoring television programs in realizing child-friendly broadcasts. This study aims to describe and analyze the implementation of the strategy of Komisi Penyiaran Indonesia in monitoring television programs to achieve child-friendly broadcasts. This research was conducted with a descriptive qualitative approach. Data collection was carried out by interview, documentation and observation. The results of this study indicate that the implementation of the strategy of Komisi Penyiaran Indonsia is quite good but there are still shortcomings in the budget and target recipients, namely broadcasting institutions that are still committing violations. The implementation strategy is formulated into a program, in the form of Bimbingan Teknis Penyiaran Anak, Anugerah Penyiaran Ramah Anak and Pengaturan Isi Siaran Anak.

Abstract

This paper explores the leadership style of a direct-elected Mayor in the new era of local administration. Solo city, under the leadership of Mayor Joko Widodo, along with his political partner, Vice Mayor F.X. Hadi Rudyatmo, is currently referred to as practicing the best local government. The leadership of the political partner is perceived to be a role model of leadership style in the new era. A step by step guidance of cognitive mapping introduced by Ackerman et. al. (1992) is applied to construct the cognitive map and causal map of the Mayor’s policies on regional competitiveness. Meanwhile, the NUMBER method developed by Kim (2000 and 2005) is used to convert the causal map into a dynamic model system of the City Mayor’s policies. Many pro-people related policies and programs are believed to be important factors in enhancing regional competitiveness during the leadership of Mayor Joko Widodo. This study contributes to provide a role model of regional leaders’ best practice overview in building the area, particularly building the regional competitiveness.
