Abstract

Bone Bolango Regency is one of 6 districts in Gorontalo Province which has tourism potential in the form of a coastal area directly bordering Tomini Bay. One of the villages that has superior tourism potential in the form of beaches is Botutonuo Village, located in Kabila Bone District, where some people take advantage of this potential as a source of income. Unfortunately, some of the tourism potential is managed by investors, thus there are significant differences between management. For instance, the availability of amenities, investors managed their place with attractive concepts and facilities, while those managed by local communities were still traditional. This means that the benefits of tourism do not raise significant results to the community welfare, because tourists generally prefer the private sector destinations. Ideally, tourism should be managed by the community and the benefits can be distributed to improve the standard living of the community, therefore there is a need for a community-based tourism (CBT) concept. CBT focuses on empowering and developing communities to plan, implement and evaluate the results of managing existing tourism potential. Hence, this research and service is focused on exploring tourism potential and implementing CBT in tourism management in Botutonuo Village through the preparation, realization and evaluation stages by fully involving the community. The result showed the community was able to form a tourism management structure to coordinate some activities, such as preserving the underwater environment through coral reef planting and managing marine waste to make souvenirs from shells.

Abstract

This research aims to describe the utilization of tourism potential and the implementation of the Community Based Tourism (CBT) approach in tourism management in Botutonuo Village, Kabila Bone District, Bone Bolango Regency. CBT is a tourism management approach that makes the community as the main actor, so that the results or benefits of tourism activities can be used to create welfare for the surrounding community. The manifestation of CBT is the development of tourist villages that utilize the potential of natural, cultural and human resources. By using qualitative research methods, this research shows that the CBT approach has been applied to educate the public regarding community-based tourism management, including by making processed products that have economic value, preserving the underwater environment, as well as preserving Gorontalo culture involving the surrounding community. However, in the management of tourism potential, there are still conflicts between local communities and investors and the village government which hinders the progress and sustainability of tourism in Botutonuo Village. Tourism development using the CBT model has actually been carried out by the community and village government, although the results have not been optimal and still require assistance so that the long-term goal of CBT,to create prosperity for local communities can be achieved.

Abstract

ABSTRAK Pembimbing Kemasyarakatan merupakan bagian dari suatu sistem pemasyarakatan yang diselenggarakan dalam rangka membentuk warga binaan pemasyarakatan agar menjadi manusia seutuhnya, menyadari kesalahan, memperbaiki diri, dan tidak mengulangi tindak pidana sehingga dapat diterima kembali oleh lingkungan masyarakat, dapat aktif berperan dalam pembangunan, dan dapat hidup secara wajar sebagai warga yang baik dan bertanggung jawab. Pembimbing Kemasyarakatan berfungsi melaksanakan penelitian kemasyarakatan, pembimbingan, pengawasan dan pendampingan terhadap anak di dalam dan di luar proses peradilan pidana. Kendala yang ditemui oleh pembimbing kemasyarakatan dalam melakukan penelitian kemasyarakatan yakni penetapan jangka waktu untuk melakukan penelitian yang terlampau singkat, Tidak adanya Balai Pemasyarakatan di setiap kota atau kabupaten di Provinsi Gorontalo, ketersediaan dana yang tidak relevan dengan beban kerja yang ada, koordinasi dan komunikasi eksternal antara penyidik dan petugas pembimbing kemasyarakatan yang kurang efektif. Kata Kunci: Pembimbing Kemasyarakatan, Laporan Penelitian, Anak ABSTRACT Community Guidance is part of a Correctional System which is organized in order to form correctional inmates to become complete human beings, realize their mistakes, improve themselves, and not repeat criminal acts so that they can be accepted again by the community, can play an active role in development, and can live in a healthy manner. natural as a good and responsible citizen. The function of community counselors is to carry out community research, guide, supervise and accompany children inside and outside the criminal criminal process. Obstacles encountered by community counselors in conducting community research are setting a time period for conducting research that is too short, the absence of a correctional center in each cities or districts in Gorontalo Province, the availability of funds is not relevant to the existing workload, external coordination and communication between investigators and community guidance officers is less effective. Abstract

Elderly individuals, defined as those aged over 60, are a vulnerable population within society. They are particularly susceptible to neglect due to declining physical and social functions, leading close family members to perceive them as burdens. Consequently, social services for the elderly are categorized into institutional and non-institutional care. The concept of community care is a form of non-institutional social service that involves community participation in addressing the issues faced by the elderly. This study aims to analyze the activities of the "LKS Orang Tua Asuh" in addressing the problem of neglected elderly individuals in North Gorontalo Regency, using the community care concept as a framework. A qualitative method with in-depth interview techniques was employed in this research. The findings reveal that the activities conducted by "LKS Orang Tua Asuh" align with a community development-based approach. These activities share key characteristics, including tailoring programs to community needs, involving staff in planning and implementation, gathering information about community needs through local engagement, and evaluating program success based on feedback from beneficiaries and the broader community. This approach has successfully mobilized community members to assist in solving the issues faced by neglected elderly individuals in North Gorontalo Regency.
