Abstract

Structuring the region through good governance is the mission of every region. Based on Law Number 23 Year 2014 and Permendagri Number 30 Year 2012, he decision is made that there is a need to move the Capital of Mojokerto Regency which is currently located in Mojokerto City and set forth in the Regional Spatial Plan (RTRW) of Mojokerto Regency. This research aims to identify priority criteria in determining the location of the capital and determine the location selected based on the criteria of the capital of Mojokerto regency. The analysis used is Analytical Hierarchy Process (AHP) using Expert Choice by selecting 8 experts to conduct assessment on criteria and alternative location of capital of Mojokerto regency. The analysis result is the priority of criteria are land availability (1), accessibility (2), availability of infrastructure (3), physical condition (4), politics and security (5), policy (6), population (7), geographical (8) and historical (9). While the alternative Capital location of Mojokerto Regency that considered from the order of 9 criterion in sequence is Mojosari district (1), Sooko district (2), Trowulan District (3), Jetis district (4) and Bangsal district (5)Keywords: alternative location, stakeholder, capital regency

Abstract

The purpose of this research is revealing the process of preparation of performance information with logic model approach in planning and budgeting that exist at Ombudsman of The Republic of Indonesia and then which supporting factor and constrain. Furthermore, revealing the process in comprehensive ways, the researcher arrange it according to the stage of building a logic model created by Mclaughlin and Jordan (2015). The result of this research indicated that most of preparation of performance information stage are according to the stage of building a logic model, however there are crucial finding that has not same/ accordance to which are some stage that not done (model drawing stage and the involvement of key stakeholders). This paper only potrait the current condition of Ombudsman of The Republic of Indonesia that it is not proper for other institutions. However, the potrait of process and supporting factor condition and constrain could be the reference of makes research.

Abstract

This study examines the development of administrative staff competencies at Universitas Brawijaya, initiated by the increasing demand for responsive and digitally oriented public service in the Society 5.0 era. Despite policy mandates, several challenges persist, including limited functional positions, low creativity, inadequate digital skills, and the absence of an integrated knowledge management system. Using a qualitative approach, data were collected through in-depth interviews, documentation, and observations, and validated through credibility and confirmability techniques. The findings show that competency development is implemented through structured training in digital literacy, data management, public service, and personal development, supported by performance evaluation as a learning mechanism. However, knowledge derived from training and work experience is fragmented and not yet systematically managed. The study concludes that effective competency development requires integrated, continuous, and knowledge-based capacity building aligned with institutional demands for adaptive and high-quality managements.
