Abstract

This study analyzes the relationship between the decentralization policy in East Kalimantan Province and coal mining, using a literature study. The finding shows evidence that there is a mixed impact between the decentralization and mineral and mining sectors. The decentralization policy has provided opportunities for local governments to manage and utilize their natural resources independently. Decentralization in the mining sector brings positive impacts on economic security, as indicated by an increase in the East Kalimantan provinces human development index as of 2016 reaching 74.59. Decentralization would therefore be good for economic growth and poor for basic services such as education and health and the occurrence of landscape changes that lead to environmental damage.

Abstract

Structuring the region through good governance is the mission of every region. Based on Law Number 23 Year 2014 and Permendagri Number 30 Year 2012, he decision is made that there is a need to move the Capital of Mojokerto Regency which is currently located in Mojokerto City and set forth in the Regional Spatial Plan (RTRW) of Mojokerto Regency. This research aims to identify priority criteria in determining the location of the capital and determine the location selected based on the criteria of the capital of Mojokerto regency. The analysis used is Analytical Hierarchy Process (AHP) using Expert Choice by selecting 8 experts to conduct assessment on criteria and alternative location of capital of Mojokerto regency. The analysis result is the priority of criteria are land availability (1), accessibility (2), availability of infrastructure (3), physical condition (4), politics and security (5), policy (6), population (7), geographical (8) and historical (9). While the alternative Capital location of Mojokerto Regency that considered from the order of 9 criterion in sequence is Mojosari district (1), Sooko district (2), Trowulan District (3), Jetis district (4) and Bangsal district (5)Keywords: alternative location, stakeholder, capital regency

Abstract

Policy implementation is an equally important process of policy formulation in the context of achieving policy objectives. Although a policy has been well and neatly arranged, the purpose of the policy will never be achieved if the policy is not implemented properly. Policy research is a study of policies intended for the general interests of policies or implemented policies. There are several policy model implementation theories. Some of them are Edward's model, Grindle's model, Mazmanian and Sabatier's model. These policy implementation model has several advantages and disadvantages in its implementation. Using policy analysis triangle framework, these three implementation models can be made as an optimized policy implementation analysis method which has the advantages of the three models and meets the comprehensive and integrative aspects of an organization. The result presented in this study is a design of the policy implementation analysis method based on George Edward III, Marilee S Grindle, and Mazmanian & Sabatier policy implementation model.

Abstract

This city is called Batu Tourism City. Nine great modern-made tourism objects exist in this city. Four million tourist visits occur in this city. All built only since 16 years of local autonomy that they get. But many people said, "That is not ours." "We can't do anything.” “Miserable." Some authoritative actions of the local government appear to be different from the established policies. There was a conflict from communitiy elements. How exactly is the management of tourism development carried out? The results found four patterns in the management of tourism development. Tourism policy preferences regulated through participatory planning, tourism development is set to improve people's welfare, tourism development is facilitated by the Mayor and the City Government of Batu, and tourism development tends to be carried out by private capitalists through the entrance of tourism business investment. State-Centered Government Wrapped in Citizen-Centered Governance. Local autonomy that occurs is a type of autonomy in which the local government relies on its strong power to translate preferences into public policy under conditions of divergence. A type of autonomy in which public officials use the autonomy authority and the opportunities to free themselves from obstacles from social actors who have different preferences.

Abstract

This study aims to analyze public policy instruments chosen in the implementation of prostitution prevention and repetition policies in the city of Surabaya. This type of research is a qualitative descriptive study with a focus of research analyzing Voluntary Model Instruments, Mixed Model Instruments and Mandatory Instruments (Regulations). Novelty (novelty) of this research is to see the reality of the problem of prostitution by looking at the public policy instruments chosen in the implementation of prostitution prevention and repetition policies. The results showed that from the voluntary model instrument, commercial sex workers (CSWs) had been given skills training as well as spiritual spray/ recitation on a regular basis to then be repatriated to their home areas with compensation. However, not all sex workers want compensation. Residents of Dolly and Jarak held a bulletin board after hundreds of residents burned tires in the middle of the road as a refusal.

Abstract

This paper aims to describe and analyze the regulations, the interest of actors and the budgets compatibility between the central government, regional governments in infrastructure development of Rokan Hilir District. This research uses a descriptive approach, with qualitative research methods. The research findings show that there is no compatibility between the regulations of the central government and regional governments, therefore the regulations made by the central government cannot be carried out effectively and there are also conflicts with the wishes of local communities. The central government prioritizes the interests of the country as a whole rather than the interests of the people in the region. Infrastructure development in Rokan Hilir Regency is strongly influenced by the Executive Actor and Political Actor (Legislative). The 2012 fiscal year to 2017 indicated that the operating budget is greater than the development budget, this is happened due to the siphoning of the budget to pay the salaries of temporary workers, and other routine expenditures. The implication is that Rokan Hilir Regency unable to carry out some physical development (infrastructure).

Abstract

Placement of structural officials in the Momahe City administration still holds the problem. The problem occurs because there is a different legal basis used in the placement of structural officials. For appointment of echelon II / b officials using PAN-RB Regulation no. 13/2014 on openly charging the Office of the Leader. As for the placement of Echelon III and IV still use Government Regulation no. 100/2000. In this last rule the role of the Agency for the consideration of position and rank is very dominant. This dominance led to the imposition of Echelon II structural officials under the prone to bureaucratic politicization. Novelty of this research is to see the reality of the problem of placement of structural positions by looking at the relationship between the elements with each other with systems thinking approach. This study aims to create a model of organizing the placement of structural positions in the city government Momahe. The results showed that systemically the placement of structural officials based on merit showed two behaviors, namely reinforcing and balancing.

Abstract

Konsep pengembangan manusia secara menyeluruh merupakan solusi atas perubahan fenomena sosial saat ini yang menyebabkan kehidupan seseorang tidak menyatu karena lingkungan pekerjaan atau tempat kerja hanya menjadi tempat untuk mencari hal-hal profan (duniawi) dan tidak mempunyai ruang untuk sesuatu yang sakral atau suci. Akibat dari adanya pemisahan ini, seseorang lebih terfokus hidupnya untuk menggeluti dunia karir tanpa memperhatikan kehidupan batinnya. Fenomena tersebut menumbuhkan kesadaran untuk menghubungkan aspek spiritualitas individu dengan pengelolaan pekerjaan  atau lingkungan kerja, melalui konsep workplace spirituality,. Dalam studi akademis, workplace spirituality merupakan bidang yang masih baru dan masih terus dikembangkan, namun sebagian besar studi masih dilakukan di Amerika Serikat dan Kanada, dan sangat sedikit sekali yang dilakukan di luar kedua negara tersebut. Berdasarkan hal itu, penelitian ini bermaksud untuk memperkaya topik workplace spirituality dari sudut pandang administrator publik di Indonesia melalui pendekatan fenomenologi, dengan menggunakan metode kualitatif, penelitian ini menghasilkan dua sudut pandang terkait workplace spirituality, pertama adalah sudut pandang agama dan yang kedua adalah sudut pandang intrinsik  -  alamiah, kedua sudut pandang tersebut sama – sama bertujan untuk memberikan makna dalam bentuk ekspresi positif dalam lingkungan kerja. Abstract

Penelitian ini mengangkat judul Pelayanan Izin Mendirikan Bangunan (IMB) dalam Pencapaian Kualitas Pelayanan Publik yang Optimal yang dilaksanakan pada BPPT Kabupaten Sidoarjo. Selama ini di benak masyarakat, bahwa kualitas pelayanan IMB kurang dan proses birokrasinya terkesan rumit, dan kurang optimal. Dengan begitu, rumusan masalah penelitian ini adalah bagaimanakah pelaksanaan pelayanan IMB dalam rangka mencapai kualitas pelayanan publik yang optimal. Fokus penelitian ini adalah pelayanan perijinan IMB dalam pencapaian kualitas pelayanan publik yang optimal. Tujuan penelitian ini untuk mengetahui dan menganalisis mengenai pelaksanaan pelayanan IMB pada BPPT Kabupaten Sidoarjo. Jenis penelitian yang dilakukan yaitu kualitatif dengan pendekatan deskriptif. Teknis pengumpulan data dengan menggunakan teknik wawancara, observasi dan dokumentasi, berupa dokumen, arsip dan literatur yang berhubungan dengan pelayanan IMB dan kualitas pelayanan publik pada BPPT Sidoarjo. Analisis data yang dilakukan adalah analisis kualitatif dengan pendekatan secara deskriptif. Hasil penelitian menunjukkan bahwa BPPT Kabupaten Sidoarjo pada pelaksanaan pelayanan IMB dalam rangka mencapai kualitas pelayanan publik sudah berjalan dengan baik walaupun masih ada beberapa kendala-kendala yang dihadapi dalam upaya optimalisasi kualitas pelayanan publik, seperti SDM dan sarana prasarana. Kesimpulan penelitian bahwa pelayanan IMB pada BPPT Sidoarjo sudah dilakukan dengan baik, meskipun ada beberapa aspek yang kurang optimal. Saran peneliti bahwa pelayanan yang diberikan BPPT Kabupaten Sidoarjo, terutama pada pelayanan IMB kepada masyarakat harus lebih baik, lebih profesional, selalu efektif, efisien, dan ekonomis, serta kendala-kendala yang dihadapi harus diminimalisir agar terciptanya peningkatan kualitas pelayanan publik ke arah yang lebih optimal. Abstract

Amanat otonomi daerah telah menekankan pendekatan pembangunan dengan basis pengembangan wilayah dibanding pendekatan sektoral. Pembangunan berbasis pengembangan wilayah melihat pentingnya keterpaduan sektoral, spasial serta  keterpaduan  antar  pemangku kepentingan (stakeholder) di dalam wilayah tersebut. Salah satunya melalui pengembangan kawasan agropolitan (PKA) yang menitikberatkan pada perencanaan kawasan (spasial) yang didukung oleh pengembangan komoditas pertanian (pembangunan sektoral). Keterpaduan antara perencanaan spasial dengan perencanaan sektoral ini tentunya membutuhkan adanya suatu koordinasi dan sinkronisasi antar masing-masing stakeholder yang terlibat dalam pengelolaan program PKA ini. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis: (1) Koordinasi antar stakeholder yang terlibat dalam pelaksanaan program pengembangan kawasan agropolitan di Kabupaten Nganjuk; (2) Kendala-kendala dalam koordinasi antar stakeholder pada pelaksanaan program pengembangan kawasan agropolitan di Kabupaten Nganjuk serta arahan kebijakan guna mengatasi kendala tersebut. Bila dilihat dari mekanisme koordinasinya, maka koordinasi antar stakeholder ini menggunakan pola mengutub (pooled) yang disesuaikan dengan kondisi wilayah Kecamatan Sukomoro dan Nganjuk. Bentuk koordinasi yang dibutuhkan antar stakeholder adalah pembagian tupoksi dan wewenang yang jelas di awal ketika  perencanaan program agropolitan dan  pembentukan tim pokja. Kendala utama dalam koordinasi antar stakeholder ini adalah kurangnya komitmen beberapa stakeholder yang berdampak pada macetnya koordinasi. Antar stakeholder masih ada perbedaan visi dalam memandang sasaran pencapaian program agropolitan. Selain komitmen, kendala lainnya berhubungan dengan formalitas struktur yaitu lemahnya regulasi yang mengatur pelaksanaan program pengembangan kawasan agropolitan ini. Kurang sinerginya SKPD ini disebabkan karena minimnya intensitas forum atau rapat koordinasi yang selama ini tidak rutin dilaksanakan. Untuk mengatasinya diperlukan pembentukan forum komunikasi antar SKPD yang program-programnya sesuai dengan RPJM agropolitan melalui forum group discussion (FGD) dan Forum Agropolitan sebagai sarana tukar menukar informasi antara pemangku kepentingan. Selain itu juga melalui pemberian kemudahan perijinan serta insentif kepada dunia usaha.   Kata kunci: agropolitan, koordinasi, pengembangan wilayah, stakeholder
