Abstract

Work communication between Ministries is currently not optimal. This is due to the specific duties ofeach Ministry. But in implementing the government development program contained in Nawacita,communication between ministries must be carried out. This time the author tries to put forth writingon inter-ministerial communication seen from the point of view of national defense. Case studyactivities were analyzed through predictions of perceptions of activities in the ministry of agriculture,the ministry of transportation, the ministry of communication and information and the DPR - RI. Thetheory used is the theory of communication. The method used is qualitative analytical methods. Theresults of predictions of perceptions of analysis found several strengths in the case studies of theministry of agriculture faced with national defense and several weaknesses in the case studies of theministries of transportation and communication faced with national defense. So that the Ministry ofDefense is expected to need to participate in helping a number of conditions of weaknesses andshortcomings between these ministries as a form of communication between ministries.

Abstract

This research aims to provide an overview of the phenomena and opportunities for Disaster Mitigation by the Regional Command apparatus in Cianjur Regency, to further formulate an assessment model through the formulation of policies, strategies and effective disaster management steps. Data was collected through filling out questionnaires and interviews using polyphonic interviewing and oral analysis techniques, involving various relevant stakeholders. The data obtained was then analyzed through stages of reduction, classification and coding, resulting in in-depth conceptualization and thematization. The research results show that the capacity resilience of Apkowil Kodim 0608/Cianjur is in an intermediate position, which means that further strengthening is still needed in the fields of human resources and software, such as supporting regulations. This strengthening is very important to ensure effective preparedness and response to disasters. Thus, it is hoped that through this capacity increase, Apkowil can achieve the level of resilience that meets expectations, and be able to make a significant contribution in realizing a safe and resilient area against disasters.

Abstract

Veteran development has a strategic role in maintaining welfare and respecting the service that has been given to the country. Law Number 15 of 2012 concerning Veterans of the Republic of Indonesia is the main legal basis for managing the rights and development of veterans. However, its implementation still faces various obstacles, such as a lack of synergy between the Kodam as the implementer in the field and the Veterans Directorate of the Ministry of Defense as the supervisor. This research aims to evaluate institutional coordination mechanisms in veteran development and provide recommendations for strengthening effective coordination. Using a qualitative approach, this research analyzes primary data from in-depth interviews and secondary data in the form of related policy documents. The findings show that the main obstacles to implementation are suboptimal coordination, limited human resources, and the complexity of the administrative process. To overcome this, it is necessary to strengthen coordination mechanisms through additional regulations, increase institutional capacity, and digitize administrative processes. It is hoped that stronger synergy between the Regional Military Command and the Veterans Directorate can increase the effectiveness of development and ensure that veterans' rights are implemented well. This research makes an important contribution to the development of institutional governance in developing veterans that is more inclusive and efficient by building a Kemhan regional office in each Kodam as an extension in carrying out Veterans administration and development.
